I am a former Indian Administrative Service (IAS) officer with over three decades of experience in governance, public policy, and institutional transformation in Assam and the Northeast. My work has consistently operated at the intersection of field realities and policy design—from managing insurgency-affected districts and negotiating with armed groups, to leading urban transformation initiatives and rural livelihood systems. Over the course of my career, I have worked across diverse sectors including urban development, rural economy, agriculture and livestock systems, disaster management, employment and skills, and regional connectivity under India’s Act East Policy. In leadership roles such as CEO of Guwahati Metropolitan Development Authority and Managing Director of Guwahati Smart City Ltd., I have driven key infrastructure and urban initiatives, while also reviving externally aided projects supported by ADB and JICA. A defining aspect of my work has been reviving institutions and building systems: * Transforming a moribund livestock corporation into a functioning enterprise * Modernising employment exchanges and industrial training institutes with industry linkages * Strengthening rural livelihood ecosystems and traditional sectors like silk and small tea * Contributing to strategic regional initiatives linking Assam to ASEAN My experience as District Magistrate in insurgency-affected areas, and later in policy roles in Home, Planning, and Finance, has given me a deep understanding of governance under complex conditions. I remain deeply interested in: * Local Economic Development * Northeast India’s structural transformation * Urbanisation and emerging city economies * Market-linked rural enterprise systems Currently, I engage in policy writing, advisory work, and public discourse, with a focus on building scalable and sustainable development models for the Northeast
