Michael is the former Chief Innovation Officer of the U.S. Department of Veterans Affairs (VA), the largest federal civilian agency with a ~$455 billion budget and ~450K employees. He was a member of the Senior Executive Service (SES) and was responsible for leading and transforming enterprise innovation at the VA. He led the team that implemented Section 152 of the MISSION Act of 2018 which authorized the creation of a Center for Innovation for Care and Payment at the VA. Prior to his work at the VA, he was the Director of Venture Development — Health Care at Arnold Ventures, a $2B+ impact fund. Michael was the Executive Director, NGS Account Management at Elevance Health, Inc., a Fortune 25 company delivering whole-health solutions to 10's of millions of Americans, he was responsible for future proofing and scaling NGS solutions delivered to federal health agencies. He has led management consulting teams developing and implementing solutions to strategic and operational challenges facing multinational corporations. In U.S. healthcare, he has advised health systems, physician groups, academic medical centers, health plans, pharma, PBMs, startups, small businesses, federal and state health agencies. Michael started his career managing physician practices in the Washington, D.C. metro area. He earned his Master’s in Business Administration from Stanford Graduate School of Business and graduated magna cum laude with a bachelor’s degree in Economics from Howard University.
