ISC FRAUDefender is one of only a few Certified Visa Merchant Purchase Inquiry (VMPI) Facilitators that actually connect directly to the Visa Resolve Online system. Basically it's a system that all issuing and acquiring banks will have to connect to by the end of 2022. Currently over 90 to 95% of issuing program banks are currently connected, and by the end of 2022 it will be mandatory for all VISA merchants, processors and acquirers. This also includes the RDR and CDRN chargeback elimination systems as well. This system monitors inquiries that occur POST transaction. When a customer issues an inquiry regarding a specific transaction or transactions, and while still on the telephone with a customer support representative at their issuing bank, there is a 10 second window that Visa allows, during which the existence of the transaction is confirmed and a resolution can be declared in real time. The alert, confirmation, and resolution is routed directly through VISAnet via the FRAUDdefender system. The response for high chargeback merchants will typically always be that the merchant is initiating a credit (refund). All of this occurs within a window of 10 seconds after a customer inquiry, disputes will be resolved in real time, rather than the typical pattern where chargebacks show up at the acquirer 3 weeks after the customer makes a dispute. This drastically reduces chargebacks, directly through this Visa initiated system.
