The proper methods of preparing training, lessons, and of conducting training classes, providing interface with clients/Service Contractors on HSE Issues, Procedure writing, HAZID & Risk reviews. Knowledge of and skill in the exercise of effective supervisory practices, and have advance knowledge of mechanical and electronics/electrical principles/application on a drilling rig. Have knowledge with drilling activities to include Drilling Fluids & Drilling equipments in onshore. Ability to establish and maintain effective working relationships with co-workers and the client, and to identify employer and employee training needs regarding health, safety, and job requirements, and also facilitate and/or provide such educational programs. Effectively implement teaching techniques and various methods of training through the use of films and other audio-visual aids.
•Supervise and monitor the implementation of the conditions noted on the Environmental Compliance Certificate (ECC). •Supervise and monitor Environmental Management and Monitoring Plan (EMMP) of the project Environmental Impact Statement (EIS). •Be responsible for coordinating reports on environmental incidents, dangerous occurrences, injuries and accidents. •Record and analyze information on environmental incidents, injuries, damage and loss, assess accident trends and review overall safety performances •Advise Construction manager, Supervisors, foreman and/or Sub-contractor on: Preventing injury to personnel and damage to plant and equipment. Further improvement in existing sound working methods. Legal requirements affecting safety, health and welfare. Provision and use of protective clothing and equipment. Risk Assessments & potential hazards before work starts. Methods of safe working and what procedures are required for new developments •Ensure that site safety daily records are maintained. •Assist training for all levels of employees on safety and environmental issues. •Prepare emergency procedures specific to site •Promote awareness of injury prevention and damage control to all levels of employees. •Maintain a data sheet and inventory of hazardous substances. •Collect and formulate data for inclusion in the monthly management report. •Conduct regular independent inspections of the site works and taking notes of any infringement’s of this plan or any environmental impact mitigation procedures, work instructions or method statements •Provide all emergency contact details and ensure that this is displayed on notice boards around the office •Ensure that the necessary emergency procedures are in place and updated as necessary. •Conduct site induction, training forum and toolbox talk, as appropriate, to provide instruction on specific Environmental, Safety and Health concerns
Key Tasks: - Conduct pre-operational risk assessments on new sites and design risk mitigation measures. - Develop all the required documentation, operational checks and reports for the HSE Management System to be compliant with OHSAS 18001/2007 and ISO 14001/ 2004 standards, including corrective and preventive measures. Duties/Responsibilities: • Provides inputs to the design of HSE programs based on observations and learning insights from past and current HSE programs, recommends contingency plans that would address identified potential problems. • Ensure availability of all certification requirements; conduct briefing on the program design, changes in HSE guidelines, and all other relevant information to all relevant personnel. • Conduct on site inspection and ensures that control systems and safety measures are in place, assist onsite personnel in writing the incident report. • Monitors the implementation of HSE programs including administrative and engineering controls, ensuring compliance to the key elements. • Executes hold point instructions in case of substandard materials, equipment or behavior that can lead to imminent danger. • Ensures that operational changes do not pose any risk to health and safety of personnel. • Evaluates the program based on established measures of success and on the program’s suitability to the needs of the rig. • Communicates critical gaps observed, especially those that pose hazards and risk to rig personnel. • Analyzes the root cause of the critical gaps and in coordination with the Well site Manager (WSM), take necessary measures to address these.
• To develop, Implement and maintain safety management systems ( PSM) and procedures to reduced or eliminate occupational injuries, illness, deaths , financial losses and prevent or correct unsafe environmental working conditions by utilizing knowledge of chemical and other industrial processes and industrial health and safety environment laws, standards and regulations. Ensure the proper implementation of company’s Process Safety Management standards and procedures. • Carry out safety inspections, investigation and conduct safety audits induction training in order to create safety awareness and ensure safety working environment for company and contractor staff. • Works on project safety programs. Industrial and security process and Core company process • Perform the major duties and roles for Policies and procedures, Safety Quality and Environment, Safety Inspections, Safety Audit, Safety Surveillance, Safety Communication, Safety Training, Incident Investigation, Documentation and Follow-up, Safety Awareness and Improvements. • Works on under the guidance and supervision of the Manager, Keeps pace with OSHA standards and updates and international safety specifications including any local requirements. Additionally holds the required to work within the company safety policies, procedures and standards at all times. • Monitors and inspects new and planned construction facilities for compliance with environmental requirements including noise, equipment layout, air quality and related health and safety issues • Checks scaff tags, machinery and electrical installations in accordance with international safety standards. Conducts investigation of work related incidents, major and minor injuries, near-misses, damage to equipment and materials, pilferage, to focus attention necessary to prevent recurrence. • Evaluates reports of safety inspectors & issues memos to the concerned. Co-ordinates with supervisors and foremen the correction of unsafe acts, procedures, conditions and hazards found in work place/area. • Promotes safe practices at all times and sets as good example. Conducts weekly meetings and organizes site safety committee. Indoctrinates the employees, foreman, supervisors and managers on safety, use and proper handling of PPE and firefighting equipment, machine guarding, lockout/tagout, scaff tags, lifting safety.
