GFOA's mission is to promote excellence in state and local government financial management. GFOA's 19,100 members represent over 8,200 government organizations including cities, counties, school districts and other special districts, retirement systems, states and state agencies, and the federal government. The Association is widely respected for providing guidance on best practices, technical resources, publications, and professional development and networking opportunities, and as an advocate within the public finance profession; as well as for providing guidance and leadership to state and local governments across the United States and Canada. The Technical Services Center Director helps define best practices and develop advisories to guide policy and practices in governmental accounting, auditing, and financial reporting by staffing the GFOA Committee on Accounting, Auditing, and Financial Reporting; contributes to GFOA training and publications, including Government Accounting, Auditing, and Financial Reporting (the “Blue Book”), the GAAFR Review newsletter, the “GFOA Annual Governmental GAAP Update” live-‐ streaming event, and “The Accounting and Auditing Year in Review” session at the GFOA Annual Conference; oversees GFOA products and services related to accounting, auditing, and financial reporting, including training, the annual conference program, publications, newsletters, web resources, award programs, and other content; advocates for state and local government by monitoring the GASB’s technical activities and keeping GFOA members and other interested parties informed of current and pending developments; helps improve governments and the communities they serve in the United States and Canada by serving GFOA members and working to create more sustainable, resilient, and well-‐managed governments .
Served as the Chief Accountant of The City of New York. Directing a professional staff of approximately 100 accountants, analysts,and others in partnership with City agencies to provide the core accounting and reporting necessary for much of the City's financial accountability and transparency to taxpayers, bond holders, employees and others. This includes:. -promulgation of accounting and internal control guidance to City agencies, pension systems and related entities; ; -verifying and issuing all City payments; -recording all payments, receipts, investment and other City financial transactions; -estimating and recording the City's long-term liabilities; -reconciling City bank accounts to insure proper accountability for City funds; -financial reporting for management and public information, including the preparation of the City's award winning comprehensive annual finance report (CAFR) in accordance with generally accepted accounting principles (GAAP); -working with the City's independent CPA firm for the successful completion of annual financial statement and federal funds audits conducted in accordance with generally accepted auditing standards (GAAS) and Government Auditing Standards (GAS) -actively engaging with the accounting, auditing and government finance professions and standard setting bodies in the development of GAAP, GAAS and GAS standards applicable to US state and local governments
Serve as a member of the governing body of the premier professional association of Certified Public Accountants of the United States
Comptroller for NYC Municipal Water Finance Authority and five other financing entities related to NYC. Represent Mayor on NYC Audit Committee. Advise on governmental GAAP. Oversee preparation and negoitation of Federal Grant CAP and Fringe Benefit reimbursement rates.
