Specialist with over three decades of experience in international public administration. The EU Customs union as well as taxation, international markets, e-commerce and other trade related issues are high on my agenda. Currently, my portfolio in the EC covers international relations with Eastern Partnership countries, Russia and Central Asia - in the area of customs and taxation. Customs is my primary area of focus on both national and international level. Continuously cooperating with World Customs Organisation, European Commission (DG TAXUD, OLAF, DG HOME, DG SANTE and others), Council of the EU and national administrative bodies with a view of shaping custom policies and legislation on the local and international arena. Excise duty, indirect taxation in cross-border trade, non-tariff measures and prohibitions & restrictions in trade are strong parts of my portfolio as well. I have developed vast experience in customs capacity building, legislative alignment and implementation of international/European customs standards reaching international horizontal and vertical network at the national level. Directly involved and responsible for implementation and the accession negotiations of Poland to the EU in the area of Customs Union. Throughout years of experience, I have amassed significant managerial and communication skillset at the senior level. A capable leader of both, small task force as well as large organisation, with mobility, flexibility and ability to work under pressure. Excellent communication skills stemming from long-term exposure to the multicultural and international environment. Director of the Customs Department A) Main Duties: - customs legislation and policy (national, European and global levels) - selected customs IT systems and IT-related aspects (responsible for functioning and improvement of Import/Export Declaration Systems, NCTS, ICS, TARIC, SMS, Single Window etc.) - trade facilitation schemes (Trade Contact Board, public communication, Customs Information Helpdesk) - all aspects of the Polish Customs international relations (EU, WCO, WTO, UN, UNECE, bilateral) - Customs control of Prohibitions and Restrictions (CITES, cultural goods, cash control, weapons and arms, etc.) - implementation of the National Customs Service Business Strategy: monitoring, Key Performance Indicators, interim reviews, change management, revision - daily management and administrative functions (approx. 100 officials in the Department) B) Chair/Project Manager of multiple programmes, task forces and teams, including: - Customs Team for the Polish Presidency of the European Council - Group for Implementation of the Union Customs Code - National Single Window Project Team - Compliance performance TF - Plenipotentiary of DG of Customs for: the EURO 2012 Football Championship in Poland-Ukraine and for the World Youth Day WYD 2016 in Cracow (Poland) C) Representative of the Polish Customs Service to the High Level meetings of the EU, WCO, UN (CPG EU, WCO Council, WCO PTC, UNECE) and seminars.
