I organized Lloyd & Associates, CPA as its principal in December of 1999. I wanted to offer Public Housing Authorities accounting services conducted by a CPA. This vision has been realized, growing from a firm serving numerous PHA’s in Alabama to PHA’s in the Southeast, including Mississippi and Tennessee. The firm has grown beyond its Southeast borders, to include West Virginia and Missouri, as well as financial consulting for PHA’s in Connecticut, Virginia, and Georgia. Under my guidance, the firm has chiefly provided all aspects of PHA financial accounting, including budget preparation, monthly transaction data entry, to end-of-year closeouts. I have also overseen the full-time management of PHA financial departments on an interim basis, along with all management functions including procurement, modernization and most importantly, HUD compliance. As the Chief Financial Officer of the Jefferson County Housing Authority (JCHA), I served for seven years, with primary responsibilities of overseeing accounting operations, development of the non-profit, and Section 8 administration. During my tenure, the Authority’s assets grew from $18 million to over $42 million. Under my financial leadership, JCHA was successful in becoming the Participating Administrative Entity (PAE) for the State of Alabama and the Section 8 Contract Administrator. The Section 8 Contract allows JCHA to perform the duties of HUD for the Multi-family Section 8 program and was designed to work on restructuring the debt of multi-family housing while preserving the affordability of housing. In addition to my duties as the CFO at JCHA, I was selected by the Birmingham HUD area office to serve in the capacity of interim CFO for the Housing Authority of the City of Huntsville and the Tuscaloosa Housing Authority. Both were considered “troubled” from a management and HUD Review perspective. As interim CFO of the Huntsville Housing Authority, a complete re-calculation of the salary & wage scale was completed due to inconsistencies in steps and grades. Both interim assignments were completed to the satisfaction of HUD, and I was given a Certificate of Merit for the performance of these additional duties. Working as the second in command in a large PHA has provided me with a unique perspective and understanding of PHA’s. I am familiar with the duties associated with all positions within the PHA outside of accounting, as well as the unique structure of the PHA’s accounting department, itself. In addition, I am familiar with pay levels and relationships of positions within such organizations. I have a keen understanding of the challenges and opportunities of housing authority administrators.
