Senior Technical Program/Project Manager delivering data, secure cloud, ML and benchmarking/validation programs for high-trust government missions. I've run complex, multi-stakeholder initiatives across 30+ countries, collaborating with national labs and governments, owning scope, schedule, budget, risks and delivery, while keeping technically hands-on in data/ML, DevSecOps and HPC/modelling. Recent highlights: the strategy and stakeholder management culminating in US membership to the OECD NEA Data Bank (effective Jan 2025, unanimous 38 country approval); modernized data/software pipelines and governance; and transitioned enterprise services to cloud while maintaining compliance in a regulated environment. Appointed by the Director-General in 2023 to assume IT leadership and deliver modernization: transitioned core services to secure cloud platforms, established ITSM and governance processes, and improved service reliability and security posture across the organization. Strengths: program governance (OKRs, roadmaps, benefits), AI/ML adoption and MLOps, data governance/FAIR, secure cloud (Azure), stakeholder alignment across agencies/labs, and cross-functional delivery with scientists, engineers, and IT. Credentials: PhD (theoretical physics), PMP, CISSP. U.S. Citizen eligible for DOE Q / TS.
