I have worked on many various types of standard and bespoke contracts including design & build, on both civil and building projects; CCGT power station; pharmaceutical buildings; major infrastructure; utilities; roads and bridges; rail/stations underground/overground; new offices & industrial buildings; HVDC Converter Station; mechanical, electrical & plumbing; demolition; piling; specialist cladding and curtain walling; shopfitting and listed building refurbishment. Key accountabilities include: company management on contractual and commercial issues including legal; advising on contractual terms and conditions, risks and setting up company risk management processes; provide support in setting commercial strategy (including claims) for projects in liaison with operations managers; provide support, training and technical advice to senior Q.S. cost control and contract administration staff; monitor commercial progress reports of projects to ensure they are accurate and advise on corrective action where required; preparing MOU’s and contract agreements; negotiating contract awards; drafting contractual and other daily correspondence; approval of consultant, contractor and subcontractor variations and payments; preparation of contractor’s claims for loss and expense and extensions of time; evaluation or rebuttal of contractor's, subcontractor's and consultants claims, executing employer instructions and variations; participate in management meetings, pre bid and pre construction meetings; checking performance & guarantee bonds and certificates of insurance; cash-flow and quarterly forecasts and presenting commercial and production reports at monthly directors meetings.
Responsible for the subcontract administration civils work on a new large HVDC Converter Station; subcontractor applications for payment and preparation of payment certificates; valuation of variations and reviewing and determining claims for additional payment and extensions of time.
PFI contract. Worked closely with external design consultants and internal managers to arrive at cost effective strategies for upgrading, rebuilding and maintaining the Island Network including the preparation of tender documents [NEC, BoQ's, drawings etc.] for a) road resurfacing [full resurface including sub-base], safety barriers, b) geotechnical works, ground strengthening works (retaining walls, piling, soil nailing), c) major drainage schemes, d) bridge strengthening. Chair post tender interviews and take part in selecting suitable contractors and am responsible for all post contract commercial and administrative management (disputes, variations and contractor payments).
Specific responsibility for the Provisional Sums portion of the Main Contract [Infrastructure (utility and road diversions, Mechanical, Electrical and Plumbing Works and Architectural Finishes) on 16km of tunnels and 6 Stations] for the Doha Metro Green Line Stations and Tunnels, value approx. US$1bn) pre-tender works including preparation of tender plans (attending design meetings, preparing scope of works, Bills of Quants, timelines, collating all tendering documentation) preparing and helping answering tender clarifications, questions and answers, commercial tender evaluations, recommending subcontractors and consultants and preparing all Letters of Award/Intent, compiling tender comparisons and drawing up Consultant (design) and Subcontract Agreements. All contract correspondence and regular meetings with Employer to agree contents of packages and tender documents. Post-contract administration of Utility and road diversions applications for payments and claims etc and verifying Performance Bonds, Advance Payment Guarantees etc..
Contract Management of all overseas civil projects – Providing contractual and strategic advice of claims for extensions of time and costs (unforeseen ground obstructions, utility delays, incorrect information, information delay, variation claims) and general day to day administration of subcontractor and client correspondence for Singapore MRT C911, C913, C925, C937, T203 cut and cover and TBM tunnels and stations. Also regular visits to Vietnam to consult on claims for extensions of time and costs with Govt. regarding Express Highways EX-6 and EX-7 Hanoi to Hai Phong and a senior member of a successful on-site negotiation team securing the new Ho Chi Minh City Urban Railway project
