As Deputy Director of Operations (G3) for U.S. Army Japan I serve as the senior civilian integrator for operations, theater readiness and modernization across Japan and the Indo‑Pacific. Key achievements include: • Lead planner for all joint and bilateral exercises (Yama Sakura, Orient Shield, Keen Sword, Ulchi Freedom Shield, Cobra Gold, Iron Fist, Talisman Sabre), integrating multi‑domain effects, cyber planning cells and networked C2 nodes into training architectures to rehearse contested command and control, joint fires and cross‑domain maneuver. • Coordinate with USFJ J3, JGSDF Eastern Army and SOCPAC to ensure exercises meet Theater Campaign Plan objectives for integrated deterrence and joint readiness, aligning efforts with the 2022 National Defense Strategy and INDOPACOM’s Theater Campaign Plan. • Serve as lead for cyber planning, execution and range control across all joint and combined training environments; operationalized the HYDRA Cyber Range and developed combined cyber TTPs with JGSDF, validated during Yama Sakura 87. • Direct the build‑out of Live, Virtual, Constructive (LVC) training infrastructure across Japan, linking MTC Sagami, Camp Kengun and HYDRA with coalition and joint networks via Dark Horizon SD‑WAN and modular data centers, enabling distributed exercises across air, land, sea, cyber and space. • Oversee deployment of JWCC cloud nodes and AI/ML decision‑support systems to facilitate sensor‑to‑shooter experimentation and multi‑echelon mission command. • Appointed operational lead for standing up the Multi‑Domain Command – Japan (MDC‑J), coordinating reassignment of operational authorities, training infrastructure and digital mission nodes to support MDO‑aligned targeting, deception, fires and cyberspace operations. • Advocate for digital modernization initiatives and multi‑domain synchronization across U.S. and Japanese formations, ensuring theater‑integrated convergence and enhanced deterrence in the Indo‑Pacific.

• Led program management for critical intelligence systems including Distributed Common Ground System-Army (DCGS-A), Global Broadcast System (GBS), and TROJAN SPIRIT LITE across five network domains, ensuring secure data flow and operational integrity. • Oversaw $700K in TROJAN SPIRIT LITE assets and spearheaded proposal processes and contract negotiations, earning recognition for project management excellence. • Managed budgeting, RFPs, SOWs, and financial oversight for intelligence programs, aligning resource allocation with U.S. Army Japan mission objectives. • Served as Information Assurance Manager (IAM) and Information Systems Security Officer (ISSO), establishing and enforcing information security policies and achieving integration milestones. • Directed life-cycle upgrades, system testing, and design evaluations for intelligence systems, improving reliability and maintaining strict security standards. • Developed strategic IT operations and PPB&E planning for intelligence systems, collaborating with multiple agencies to optimize service delivery and system performance.
• Served as Intelligence Specialist Liaison at INSCOM’s Network Warfare Directorate, advancing Army cyber intelligence and cyberspace operations integration. • Authored and reviewed operational directives (OPRODs, PLANORDs, FRAGOs, EXORDs) and produced over 270 intelligence reports and briefs that informed senior leaders and multi‑service decision‑making. • Led the development and installation of secure NIPR, SIPR, and TROJAN network circuits, coordinating funding strategies with national agencies and staff elements. • Appointed as primary INSCOM reviewer for the Army Cyberspace Strategy and contributed to updating FM 3-13 Information Operations doctrine to strengthen cyber policy and capabilities. • Supervised Technical Support Mission Office (TSMO) Red Team operations, guiding compliance with Cyber Red Team tactics and enhancing national‑level cyber readiness. • Initiated a foreign national distinguished visitor program and created a visual tracking system to improve personnel planning, cross‑agency collaboration, and knowledge sharing.
