About

I am the Head of Public Financial Management (PFM) at Adam Smith International, overseeing ASI’s global PFM portfolio and leading complex international development programmes in fragile and conflict-affected states. My work focuses on strengthening governance and revenue systems, and advising on tax and fiscal reforms in multi-institutional and politically sensitive environments. I oversee three major programmes. I lead PREMIS2, an £11.5 million Foreign, Commonwealth & Development Office (FCDO)-funded programme supporting PFM and domestic revenue mobilisation reforms across Somalia. I also direct a €6 million European Union-funded technical assistance programme focused on strengthening Somalia’s supreme audit function and broader accountability systems. In addition, I serve as Project Director for a UK-funded programme with the Kenya Revenue Authority, supporting tax administration reform, service delivery modernisation, and digital transformation. Before joining ASI, I worked as an ODI Fellow in the Ministries of Finance in Uganda and South Africa, and earlier spent much of my career as a central banker at De Nederlandsche Bank, with a focus on financial sector supervision and sovereign debt. I recently relocated from Rotterdam to London and am always keen to connect with others working on fiscal reform, accountability, and institution-building in complex settings.

    • Initiated a project on contingent liabilities in the Ugandan energy sector. Explored the fiscal risk posed by the debt held by the three state-owned enterprises. • Presented policy recommendations to the Ugandan Ministry of Energy, Ministry of Finance and the state-owned utility firms. Several recommendations have been implemented. • Published two reports: ‘Uganda’s energy sector: a fiscal risk’ and ‘An overview of recent developments and the current state of the Ugandan energy sector’ (both June 2020). IGC is a collaborative think tank between the London School of Economics and Oxford University.
