Matthew Westfall is an urban planner, documentary filmmaker and writer with over 30 years of experience in the field of international development. Matthew has broad-based expertise in urban infrastructure project operations, economic and sector work, public-private partnerships, regional cooperation, and external relations and communications. He has led multidisciplinary teams on large investment projects, complex training and capacity building programs for local governments and communities, and strategy formulation and policy dialogue with donors and clients. As an urban sector expert, Matthew provided leadership and strategic management for operations in the Central and West Asia Region (Pakistan, Afghanistan, Central Asia and the South Caucasus) and developed a robust loan pipeline. He established and managed ADB’s Azerbaijan Resident Mission in Baku, where he led lending and technical assistance programs that targeted municipal development, transport, urban water supply and sanitation, renewable energy, and education. As regional director based in Frankfurt, Germany , Matthew oversaw operations in 10 Central and West Asia countries. He also served as ADB's country director in Kazakhstan where he led project operations, private sector development and external relations and outreach. Matthew is an award-winning writer, producer and director of film and video productions that tackle the issues of poverty, megacities, gender disparities, education and the environment. His productions, garnering an array of festival awards, have been broadcast worldwide, and narrated by such celebrities as Malcolm McDowell, Willem Dafoe, and F. Murray Abraham. His public service announcements, featuring the music of Enya, have aired globally on CNN and Bloomberg. In his spare time, Matthew enjoys writing and exploring history. His first work of narrative nonfiction, The Devil’s Causeway, a story about the early American military experience in the Philippines, was published by Lyons Press in September 2012, garnering a coveted starred review from Publisher’s Weekly. The paperback edition of The Devil's Causeway was released in March 2020. Matthew co-founded Full Circle Craft Distillers Co., a passion project that aims to place the Philippines on the global craft spirits map. As Head Distiller and Chief Operating Officer, Matthew heads the team behind Full Circle's award-winning line of artisanal Archipelago spirits, which have quickly emerged as the top craft spirits brand in the Philippines and can now be found in selected markets in Asia, Europe and the US.
