A Franco-American living in Paris, I have a double background in research and public policy on urban and regional issues.
Efficacity is France’s national R&D institute for urban energy transition. We recently launched a collaborative research initiative to help cities and metropolitan areas develop more systemic and ambitious carbon-mitigation plans, in collaboration with national authorities, experts, and a network of city and regional partners.
I worked in the Department of Planning and Metropolitan Strategy at the Ile-de-France Region, which encompasses Paris. My job was the negotiation of strategic agreements with the Region's partners--national, regional, and local authorities--on major planning projects. Known in France as "contrats de plan," these agreements are the link between large-scale territorial strategies and their practical implementation.
I have taught serverals classes about cities and planning at Sciences Po, one of France's leading graduate schools for political science and public service. My most recent class was "The North American Metropolis," in the masters program "Governing the Large Metropolis." I was also an associate member of the metropolitan studies research group "Cities are Back in Town," at the Center for European Studies.
Chronos is a small consulting firm specialized in urban innovation, especially new mobility trends and digital technologies in the city. I launched and ran "La Cité des Services," a joint venture between Chronos and two partners aimed at advising local governments on the use of technology for the creation of new urban services (such as smart city dynamics, open data, and civic technology).
