    Since 2018 has worked as an Imbedded PFM Advisor in the Ministry of Finance and Development Planning of the Government of Liberia. The work is part of ODI's Budget Strengthening Initiative (BSI) which provides technical assistance in select African countries. BSI Liberia is funded by the Swedish Embassy in Liberia. Areas of concentration have included cash management, financial reporting and reconciliation, accounting, support to IFMIS/IT Systems (including EFT, Payroll, and FreeBalance’s core accounting suite), data management and processing, Treasury Single Account and capacity development. The approach to providing technical assistance is very flexible and can range from providing direct technical assistance to government officers to consultations with policy makers on PFM and management best practices. The approach always seeks to balance the three core components of any organization: its professional and management staff, its business processes and policies, and its technology/business tools. Support to all three components is essential to both incremental improvements in existing operations and long-term sustainability of reform efforts. Executive buy-in is continuously sought and consultations are daily. The work also includes coordination with other development partners including the World Bank, IMF, USAID and other ODI professionals.

    International Consultant hired to support the Law and Order Trust Fund Afghanistan to conduct a scoping study on how to improve PFM support to the Ministry of Interior Affairs. The first set of activities consisted of comprehensive and retrospective assessments of past efforts in supporting PFM. The assessments emphasized stakeholder analysis in order to understand reasons for failure of past efforts. The second set of activities consisted of a scoping study that would incorporate innovate approaches to PFM support based on the Project Driven Iterative Approach (PDIA) and development of a PFM Capability Model. The idea behind the PFM Capability Model was to develop a comprehensive assessment tool to measure the status of the PFM in the institution rather than measure any specific project objectives/outputs. In otherwise, project success would be linked to institutional success. The PFM Capability Model would become a de facto road map for PFM improvements. Unfortunately, the work was not completed due to the tragic death of the project leader.

      International Consultant hired to prepare a risk and accountability framework on behalf of UNDP Country Office to assess the risks of transfer responsibility of LOTFA payroll functions and systems from the UNDP SPM Project to the NATO led Combined Security Transition Command – Afghanistan (CSTC-A) and Ministry of Interior Affairs. The work outlined the changes in the accountability framework that will result due to the transfer. The analysis used the Three Lines of Defense Model for financial and risk management to determine how UNDP procedures and fiduciary and non-fiduciary responsibilities would change.

The Internal Control Policy was based on COSO principles and incorporated current internal control efforts.
