As LaBella’s Manager of Municipal Environmental Programs, Mark brings over 30 years of governmental experience solving environmental challenges . He focuses on developing new partnerships while advising clients on a wide range of brownfield investigation, cleanup and redevelopment challenges and opportunities. He assists clients with the development of brownfield access, control, transfer, ownership, liability resolution, policy, reuse, funding, and investigation, cleanup, redevelopment implementation strategies to address key sites or groups of sites. Mark joined LaBella's Environmental Division after a 32 year career with the City of Rochester.
Mark Gregor served as the Manager of Environmental Quality for the City of Rochester. He was responsible for conducting and managing environmental site investigations, remedial projects, environmental regulatory compliance as well as site preparation, cleanup and related support for dozens of brownfield redevelopment projects for the City of Rochester. He managed more than 75 USEPA and NYSDEC grant funded brownfield projects, NYS Brownfield Opportunity Area planning projects, NYS Superfund cleanup projects, as well as joint cleanup/redevelopment projects with private developers. Mr. Gregor testified before the United States Senate Committee on the Environment and Public Works regarding the federal Superfund Program Completion Act. From 2009 he was responsible for the City’s energy, sustainability and climate action planning initiatives. He also led the City’s program to redevelop the Port of Rochester including the master planning, permitting, design, and recently completed construction of a new, 123 slip public marina development; river sediment dredging: and the preparation of the City’s harbor management plan. Under his leadership the Division of Environmental Quality secured over $30 million in state and federal grant funds for brownfield, energy, sustainability, and public infrastructure projects and programs.
Responsible for City facility environmental compliance including RCRA, Sara Title III, Haz. Comm/Right to Know and DOT requirements. Managed environmental site investigations, remedial planning, remedial actions for petroleum, NYS IHWDS, and brownfield properties. Developed the City's property transaction environmental due diligence program. Secured grants for site investigation and cleanup projects. Served as the City liason to Monroe County and State Waste Site Advisory Committee. Member of the Kodak Park Community Advisory Council.
