With over 8 years of experience spanning public service and community organizing, I currently serve as Vice Mayor of the City of National City. My work is rooted in empowering communities through impactful policy-making, fostering civic engagement, and serving as a bridge between government and residents. My role is complemented by my fluency in Spanish, enabling effective communication with diverse populations. Previously, as a Project Manager at MAAC, I collaborated with teams to deliver programs that addressed community needs. Rick Engineering Company (RICK) and Mooney Planning Collaborative (MPC) announced the merger of the two firms, resulting in a planning, design and engineering company with a broad range of services well-suited to address the nature of development anticipated in coming decades. “Community planning has been an integral part of RICK since its inception 60 years ago and is critically important as we look forward to how our region will evolve to accommodate future growth,” said RICK President, Roger Ball, PE, F. ACEC. “The merger with MPC not only continues that legacy, but it also gives us the disciplines required in today’s development environment, especially in the area of sustainability.” “We want to create new communities, and rethink existing communities, to be sustainable and reflect the changing demography of residents,” said Brian Mooney, AICP, managing principal of MPC. “We need to design and build resilient communities based on existing community values and culture.” RICK will integrate MPC into its newly created Community Planning and Sustainable Development Department. The department will incorporate existing RICK staff, services and management such as Urban Planning, Landscape Architecture and Physical Planning. The expertise of the combined firms will enable RICK to help clients navigate the challenges facing the region as it implements future development. The new Department will also incorporate the MPC staff which is currently involved in drafting Environmental Impact Reports, Service Area Plans, General Plan Element Updates, and project management. This work is being completed in association with RICK. Mooney brings extensive experience developing sustainable plans for Cities, Counties and Tribal Governments throughout California as well as 40 years of experience in public outreach, environmental analysis, research and development of public policy.
APA San Diego’s Membership Inclusion Director is responsible for coordinating Section activities and educating members to better serve diverse communities, as well as collaborating with the other Membership Inclusion Directors of the APA California Chapter on the annual Diversity Summit held during the APA California state conference.
