As the Director of Federal Grants Policy and Management, Luke overseas Indiana's federal grant policy and the management of the life of federal grants Indiana applies for. He provides leadership and oversight of federal grant training, information technology, and compliance. Luke serves as the lead on policy development and communication on federal grants management and compliance. Luke's team received the 2024 Governor's Public Service Achievement Award for implementation of a state-wide grants management software.
The goal of the Office of State-Based Initiatives is to help ensure Indiana’s strong financial health by reviewing federal grant applications and developing strategic partnerships with the federal government. By working with agencies to push back against onerous regulations that often accompany the return of federal dollars to Indiana, OSBI aims to contribute to Indiana’s continued fiscal health. Also, the Governor has tasked OSBI with talking to Hoosiers in the private sector about the costs of federal regulations businesses face, and working with the Congressional delegation to inform Congress of the negative effects federal regulations have on Hoosier employment.
