Louis is CEO of Global Infrastructure Basel Foundation. Louis has 10+ years’ experience in sustainable and resilient infrastructure, including technical design engineering and operations of municipal water and wastewater projects, emergency engineering in current and post conflict contexts, and engineering for development. Louis has expertise in capacity building, having designed and implemented capacity building programmes in 5 countries as well as a Massive Open Online Course (MOOC) with the Swiss Federal University, EPFL. Louis lead the development of the SuRe® Standard for Sustainable and Resilient Infrastructure, through a large multi-stakeholder consensus-driven process. Louis has worked throughout Asia, the Pacific, Africa, and Europe. Louis has a Bachelor of Engineering in Chemistry (Hons), a Bachelor of Science in Physics and a Master’s degree in Environmental Engineering. He completed his postgraduate studies in International Development.
A three month mission to Mayom, Unity state, to maintain and improve water supply and sanitation services for an emergency field hospital. This included: • Construction of emergency watsan infrastructure, • Management of 65 staff, • Management of service contracts, • Planning and design of future water supply and waste strategy.

A 12 month project based in Honiara, working with local staff to improve drinking water quality in the reticulated water supply system. This included: • Water safety planning, • Water quality compliance monitoring (sampling and analysis), • Catchment assessment and sanitary surveying, • Construction supervision (chlorine dosing stations), • Stakeholder engagement, • Participatory workshop facilitation, • Capacity building.
