Liuyang He is a public policy specialist whose work focuses on governance and sustainability transitions in China and Southeast Asia. She holds a PhD in Public Policy from the Lee Kuan Yew School of Public Policy, National University of Singapore, and a Master of Environmental Policy from Duke University. Her research explores how political institutions and policy instruments shape real-world outcomes in areas such as pollution control, poverty alleviation, and green technology deployment. She is particularly interested in how central–local relations and stakeholder dynamics affect the implementation of environmental and energy policies. Her recent work examines the policy and governance challenges surrounding solar photovoltaic and electric vehicle development in Southeast Asia, with implications for regional and global climate policy.
• Lead and manage multiple research projects on climate mitigation and the green transition in Southeast Asia, ensuring high-quality publications and strategic impact. • Coordinate research efforts across teams, recruit new staff, and foster effective collaboration to achieve project goals. • Provide research training and mentorship to research assistants and associates, specializing in systematic literature reviews, case study, econometrics, survey design, and sampling methodologies to enhance project success. • Prepare detailed reports for funders, draft compelling grant proposals, and ensure alignment with funding objectives. • Conduct outreach to key stakeholders, including Southeast Asian and Chinese universities, think tanks, policymakers, and corporate leaders, to build partnerships and promote climate action. • Offer research support and facilitate executive education and policy dialogues with diverse stakeholders, addressing pressing climate change challenges and fostering collaborative solutions. • Organize and host workshops, policy dialogues, and executive education programs
- Work with Assistant Professor Tan Soo Jie Sheng of LKYSPP in gathering information from news, official documents, and other sources to deliver a detailed spreadsheet on low-carbon pilots in Chinese cities. - Collaborate with Assistant Professor Li Hui of LKYSPP in various research projects on public finance and public management, in charge of data collection and management, and literature review writing. - Assist in the research project titled “Power, legitimacy, agency: the Belt Road Initiative and visions for interconnected world” with Assistant Professor Mariana Kaneti of LKYSPP.
Teaching graduate students courses in Microeconomics, Economic Applications for Public Organizations, Financial Management for Public Organizations, etc. • Facilitate in-class discussion, coordinate among students and teaching faculty, and provide comments to and mark students’ assignments (essays). • Prepare tutorial materials and conduct weekly tutorial sessions to enhance the students’ knowledge. • Coordinate the class between co-teachers and students. • Communicate with students to address their learning demands.
• Analyze the water use trend in China and write reports to provide facts, analyses, and policy recommendations to clients. • Assist the project PI, Assistant Professor Sonia Akter of LKYSPP, in the project titled “The Valuation of Water in China” by the client demand from the World Bank. • Support the PI to conduct a systematic literature review on the key trends, drivers, and challenges facing China's water use. • Collaborate with the PI to conduct an empirical paper to answer the research question, “Is China decoupling water use and water pollution from economic growth?”
• Lead a sub-project on the Paris Agreement and Climate Change under the National Natural Science Foundation of China’s emergency management program under the supervision of Professor Zhang Junjie. • Design and conduct research and write interim reports and policy memos for the Ministry of Foreign Affairs and the National Development and Reform Commission. • Coordinate team members and serve as an intermediary with external project participants. • Research on Jing-Jin-Ji Air Pollution Control with Professor Kathinka Furst.
• Conduct research at the Center for China’s Relations with Neighboring Countries. • Compile and proofread the reference book: Fudan Survey of China’s Neighbouring Countries. • Assist the center’s researcher in collecting data, preparing presentation slides, and analyzing literature.
• Teach Stata and Statistics in the graduate course Research Methods in Social Science. • Assist the professor in preparing teaching materials and answering questions from students. • Liaise between students and the professor to ensure timely feedback and smooth progress
