Drafted legislation and policies for the Swinomish Indian Tribal Community. Advised tribal government on policy matters including tribal governance, land use, planning and community development, criminal law, health law, enterprise management, and human resource matters. Reviewed and negotiated contracts on behalf of the Swinomish Tribe with Washington State departments and corporate entities. Trained government departments on procurement and human resource matters. Conducted human resource investigations on behalf of the Swinomish Tribe. Supervised and advised the Swinomish Public Defender's Office.
Provided counsel to the finance and banking regulatory agencies in Palau. Reviewed banking applications and other foreign investment proposals and provided recommendations to decision-makers. Advised the Financial Institutions Board regarding digital currency and other fintech matters.
Drafted legislation, committee reports, legal opinions for a branch of the Palau National Congress. Advised lawmakers on matters of public policy and international law. Authored speeches for international conferences and multilateral meetings on topics relating to the democratic rule of law, Indo-Pacific regional cooperation, sustainable development, and climate change. Advised on UN Conventions in areas of nuclear law, government accountability, anti-corruption, accommodation of persons with disabilities, and other matters. Chaired the Palau National Code Commission, a statutorily created body charged with codifying, reviewing, maintaining, and publishing Palau's laws.
