Rear Admiral (RADM) served in the US Navy with over 20 years of experience leading and managing complex Navy organizations including command of a Navy Carrier Strike Group, command of all surface ships in the Atlantic Fleet, and two years working in Singapore commanding the Navy's logistics forces in the western Pacific and Indian oceans as well as serving as the senior U.S. Navy representative in South East Asia. Tremendously broad experience in naval warfare, Carrier Strike Group Ops, warships, all ship-launched weapon systems, missile defense, data links and networks, EW, radars, C4ISR systems, and ship maintenance and modernization; as well as significant budget programming and acquisition experience. In the private sector, Admiral Quinn has served in senior positions, including Chief Executive Officer, of defense industry corporations. Proven excellence in leadership, management, exceeding goals and successfully communicating and coordinating at all levels of complex organizations.

Responsible for the manning, training, and maintenance of the 82 ships in the Navy’s Atlantic Fleet, and for the readiness of the 26,000 people who man and support those ships. Managed over $900 million in annual operations and maintenance funds. Additional duties as the Chief Readiness Officer for the Surface Warfare Enterprise, responsible for the readiness of all 162 surface ships in the U.S. Navy.
Responsible for the combat readiness of an aircraft carrier, 64 tactical aircraft (F-18, E-2C, S-3, EA-6B, SH-60), and multiple surface warships (CG, DDG, FFG). Organized, trained, and led the Strike Group on a highly successful 7 ½ month deployment through the Pacific and Indian Oceans with extensive combat operations in the Middle East. Conducted multi-national operations with the French, Pakistani and Middle-Eastern navies. Commanded Task Force 50 (all US Navy forces afloat in the Middle East, including two CSGs) and Task Force 152 (coalition navy forces in the Arabian Gulf).
