At IBM I was assigned as the overall program lead for three unique Intelligence Community (IC) agency contracts: one as the prime for the Customer Gateway (CG) Program Management Office (PMO), and two sub-contract program management efforts for the same IC agency customer, directly supporting modernization activities and technical support to field sites. The contract values of these three programs exceed $4.4M annually. As the prime for the CG PMO contract, I directly provided oversight of Systems Engineering Technical Assistance (SETA) support activities for a myriad of SIGINT related customer and partner relationships, to include customer relationship management (CRM) processes, technical programs and projects. Focal point for the contract related issues relating to program acquisition, schedules, resources, funding, and reporting of a 5-year, multiple task order driven, $9.6M contract. Central point of contact to frame support of nine distinct activities/projects. Managed a SETA support staff of eight systems engineers/project managers and one web designer. SETA support activities include: project and program planning and management; systems engineering; acquisition support; application futures development; business process re-engineering; requirements analysis and management; configuration management; document management; communications support; and risk management. As the Senior Program Lead to two sub-contract activities, I interacted with the prime contractor’s lead PMs, staffing authorities and technical leads, as well as providing my direct reports professional and developmental support and guidance. I manage a diverse technical skillset on both contracts – including software, systems and test engineers; web developers; systems administrators; systems integrators; technical writers; and configuration management specialists.
