Environmental Project Manager with over 20 years of experience leading permitting, regulatory compliance, and NEPA support for transportation, water resources, utility, and infrastructure projects throughout the western United States. Led Clean Water Act Section 404 permitting, compensatory mitigation, and enforcement actions for complex transportation, utility, restoration, and infrastructure projects across Colorado, New Mexico, and West Texas. Led regulatory review of projects involving wetlands, streams, and other aquatic resources, including jurisdictional determinations, alternatives analysis, mitigation requirements, and interagency coordination under the Clean Water Act, Endangered Species Act, National Historic Preservation Act, and related federal regulations. Chaired the Colorado Mitigation Project Delivery Team (2019–2024), leading statewide mitigation banking procedures, site approval coordination, and monitoring protocols. Co-chaired the Colorado Stream Quantification Tool (CSQT) Steering Committee (2017–2021), supporting statewide implementation and consistency of stream functional assessment methods. Deployed nationwide in support of FEMA-directed emergency response and recovery missions under the U.S. Army Corps of Engineers Emergency Support Function #3 (ESF-3). Supported disaster recovery operations involving debris management, temporary emergency power, infrastructure recovery, regulatory compliance, logistics coordination, contractor oversight, and interagency coordination. Hurricane Sandy (2012–2013): Supported debris mission operations in New Jersey, including establishment of a disposal facility near Trenton and field inspections to ensure compliance with federal and state requirements. Hurricane Maria (2017–2018): Led QA efforts during the temporary emergency power mission in Puerto Rico; developed and implemented procedures that improved inspection consistency, reporting efficiency, and mission coordination. Sonoma County Fires (2017–2018): Served as local government liaison during California wildfire debris removal operations; coordinated with county officials, contractors, and federal agencies to support safe and compliant recovery activities. Camp Fire, Paradise, CA (2018–2019): Served as debris mission technical monitor responsible for contractor oversight, field compliance inspections, safety and environmental documentation, and resolution of compliance issues. Typhoon Yutu (2018–2020): Served as Action Officer during the temporary emergency power mission in the Commonwealth of the Northern Mariana Islands, coordinating logistics, mission tracking, and regulatory compliance to support rapid power restoration. Served as Enforcement Liaison for the U.S. Army Corps of Engineers Regulatory Program across Southern Colorado, New Mexico, and West Texas, coordinating resolution of complex Clean Water Act enforcement cases involving unauthorized impacts to wetlands and streams. Coordinated with Corps regulatory staff, EPA, consultants, attorneys, landowners, and resource agencies to support enforcement strategy, compliance resolution, compensatory mitigation, and restoration planning. Conducted field investigations, compliance evaluations, and technical analyses at atypical, disturbed, and environmentally sensitive sites to support enforcement determinations and case resolution. Conducted field and desktop investigations using GPS/GIS, wetland delineations, aerial imagery, and technical report review to support Clean Water Act enforcement actions, jurisdictional determinations, and permitting evaluations. Routinely coordinated with the U.S. Environmental Protection Agency (EPA), landowners, consultants, and attorneys to resolve Clean Water Act violations through dispute resolution, voluntary restoration, compensatory mitigation, and compliance agreements.
