Responsible for the Department's Network, Security, Windows & Unix Server, Application Development, Database and Desktop teams with approximately 70 direct reports. Some Key Highlights include; • Architected and led the build of the Department’s Private Cloud to provide a modernized secure and elastic environment for the Department’s 200 applications and over 5,000 users. Provided for Layer 2 and Layer 3 failover capabilities by integrating Compute, Storage and Network solutions with Microsoft Service Center as the Datacenter Management tool. • Led the Department’s outsourcing efforts to provide improved SLA and cost reductions by using third party service providers to manage network, helpdesk, application development, and desktop OS migration. • Led the Department’s Public Cloud efforts to migrate from an internal Exchange environment to Office 365 with a migration that also included Active Directory Federation Services and Symantec Enterprise Vault. • Used procurement experience to save over $2 million and restructure the Department’s IT spend by negotiating more advantageous terms with the Department’s main Vendors including Microsoft, IBM, Oracle, Cisco and Dell. • Led the Department’s Application Modernization efforts including the updating of over 100 Oracle and SQL databases. Modernized the Department’s 200+ applications from Legacy .Net Framework versions to latest stable version. • Modernized Department’s SLDC development methodologies to Agile with Team Foundation Server as a source code management system. • Led the Department’s Security overhaul to ensure PII, HIPAA, SOX and FIPS compliance. Reporting to the Chief Procurement Officer and working closely with the Chief Technology Officer, head project implementations designed to take the State of New Jersey's technology/procurement systems into the 21st Century through leadership of PMPs, outsourced IT consultants, and 22 direct reports. • Championed the delivery of enterprise solutions to drive the efficiency and ROI performance of Supply Chain operations sourcing, selection and eProcurement of goods and services, including: Emptoris - Analyze $6 B spend from various systems NJeRFP - Electronic Notification of Bid Opportunities iShare - Used SharePoint to manage documents NJeCat - E-Contract Catalog with over 60,000 items PCard / Travel Card - System/Program Consolidation NJeBid - E-bidding integrated with legacy system • Directed the Emptoris Spend Analysis project that achieved greater visibility into the State’s $6B spend. o Created a crosswalk taxonomy tying chart of accounts with commodity code classifications to map and identify maverick spend, drive contract compliancy, and facilitate contract-saving initiatives. • Led strategic contract negotiations, winning a $200k signing bonus and 400% increase in rebates to finance the State's new e-procurement system to replace the outdated legacy system. o Consolidated existing Purchasing Card and Travel Card programs to streamline reporting, auditing, and costs to operate similar programs. o Reengineered Citibank's payment process, leveraging an early payment incentive of $35k per year. • Took ownership of the OPRA Project to rectify a three-year backlog of hardcopy bid requests.
