Chief of Civil Engineer Operations • Responsible for all public works at Moron Air Base: airfield, road and parking lot pavements; utilities including reverse osmosis plant, waste water plant, power plant, electrical and water distribution, and waste and storm water collection; exterior and interior electrical and plumbing; HVAC; roofing and all building structural maintenance and painting; signage; materials purchasing; work management; and service contracts such as refuse and recycling, elevator maintenance, and environmental quality testing. • Led reduction in force. Created synergy by combining several work centers and duty positions, saving $1.5M annual payroll and reducing 25 positions. • Implemented new Computerized Maintenance Management System. Created 4K+ asset records, tracked 30K preventive maintenance & 60K corrective maintenance/construction labor hours and $3M+ material costs.
Built Housing/Dorm Activity Management Program (AMP) support. Led 4-mbr team that provides holistic AMP support for over $20B worth of assets, including 10-yr strategy build, portfolio modeling and condition forecasting, data visualization, Comprehensive Planning Platform vectors, Air Force Comprehensive Asset Management Plan project validation, project approval actions, tracking project execution, strategic communication, and Asset Management Team installation visits. • Launched Facility Operations AMP support team to review Big 3 Service Contracts (custodial, grounds maintenance, refuse & recycling). Developed contract review methodology and standardized Right Timed Contract Acquisition Review procedures. Identified Key Performance Indicators for each contract type and prioritized 22 contracts valued at $280M for in-depth reviews including installation visits.
• Leads installation and mission support asset visibility, requirements ID, planning, and sustainment policy for a Facility’s Operations $2B annual budget supporting 79 installations and 475K personnel • Built and leads a Program Management Office (PMO) to oversee Base Operations Support contracts valued at $516M. The PMO acquires and maintains contracts in accordance with public works and engineering requirements at 41 Air Force installations globally. It is a matrixed organization that consists of Civil Engineers, Logistics Specialists, Contract Specialists, Program Managers, and contract support. • Developed strategic partnership with Headquarters Air Force, Air Force Contracting Center, Air Force Civil Engineer, multiple Major Commands, and multiple base level Contracting Squadrons and Mission Support Group SMEs to lay the groundwork for an Air Force wide Base Operations Support contract, including performance work statement development. • Reviews and approves all new contract solicitations and existing contract modifications valued at $10M+.
• Led 206 military and civilian personnel, managing an $11M budget that sustained 1,200 facilities, 51K acres of land, and $3.6 worth of infrastructure • Supervised 13 crafts, including equipment operations, carpentry, plumbing, mechanical, and electrical. • Maintained 1.3M square yards of pavement, 68 miles of roads, and 120 miles of water, sewer, and electrical distribution lines. • Oversaw Hurricane Matthew response and recovery; guided 39 personnel that protected Seymour Johnson AFB and the surrounding Wayne County, NC area . • Led 57 personnel in 3 work centers, and oversaw mission critical repairs of 1.3K lights on a 10K-ft runway and five taxiways, 78 substations, 48 aircraft shelters, 23 protection level 1 nuclear surety facilities and 126 emergency generators. • Deployed to Al Udeid Air Base, Qatar from 05/2013 – 11/2013; oversaw three service contracts valued at $48M, delivered Base Operations Support essentials to a 9K base populace including custodial cleaning, grounds maintenance, fire protection, and electrical power. • Piloted contractor mobilization and identified and secured 3K line items across 200 locations/25,000 acres regarding $13M inventory. • Wrote OCO contract modification, added $31M assets and $2.8B in utilities—created team to Geolocate and map high voltage distribution equipment and lines, first time ever at Al Udeid • Deployed to Sheik Isa Air Base, Bahrain from 03/2010 – 09/2010; oversaw $556K electrical power contract; delivered electricity to over 3,000 coalition troops, coordinated with four organizations and two vendors to ensure success.
