• Enable fielding of 430+ RVCT systems across 22 global sites by synchronizing site surveys, installation planning, and acceptance testing accelerating delivery timelines and reducing rework for a $350.1M ACAT II-equivalent modernization portfolio. • Provide end-to-end acquisition lifecycle support (requirements, acquisition planning, contract strategy, integration, test & evaluation, and production planning), ensuring alignment with approved cost, schedule, and performance baselines. • Lead Agile sprint execution and cross-functional synchronization for PM Synthetic Environment Delivery Order 3, improving backlog clarity, delivery predictability, and stakeholder transparency. • Translate Army modernization priorities into validated JCIDS and DOTMLPF-P requirements, ensuring solutions remained modular, scalable, and operationally relevant. • Chair IPTs and technical reviews, coordinating engineers, logisticians, financial analysts, contracting, and PM leadership to resolve risks early and prevent schedule slippage. • Conduct form-fit-function testing and system evaluations, validating hardware/software configurations against doctrine and training requirements to ensure operational acceptance. • Evaluate fielded systems and recommend cost-effective technical upgrades, extending lifecycle support while aligning with OPTEMPO and budget constraints. • Develop quantitative performance metrics and readiness assessments, directly informing acquisition, sustainment, and investment decisions. • Plan and execute New Equipment Training (NET) events, increasing instructor proficiency and accelerating readiness.
• Led the development of $300 Million Target Engagement programs. • Formulated unclassified/classified investment requirements for Major Force Program-11, Program Objective Memorandum, and annual Budget Estimate Submission. • Formulated acquisition strategies for procurement of items and equipment for Special Operation Forces (SOF). • Developed baseline program objectives for cost, schedule, and performance criteria. • Managed various complex projects and programs during development of fully integrated Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities and Policy (DOTMLPF-P) solutions sets. • Advised procurement regulations, including contract types, methods, source selection procedures, pricing arrangements, cost accounting, life cycle costing, and other requirements for the acquisition process. • Participated in the assessment and review of design alternatives and design change proposal impacts. • Directed and supported the compilation and analysis of technical source data necessary for product development. • Represent the organization and senior leadership at high-level conferences and meetings. • Manage subcontractor activities, review proposals, develop performance specifications, and serve as the liaison between subcontractors and various organizational stakeholders.
• Served as Chief, Operational Contract Support Integration Cell (OCSIC), Combined Joint Task Force-Operation INHERENT RESOLVE (CJTF-OIR), USCENTCOM. • Led a team of five joint military and civilian contracting officers in support of thirty locations and 11,000 United States, Coalition, and Partner Forces throughout Iraq, Syria, Jordan, and Kuwait. • Led a deployment team validating 200 mission-critical requirements at over $1.5 Billion providing critical assets to deployed organizations. • Principal contracting advisor to a two-star general on all matters concerning mission-critical requirements validation providing critical assets for units in support of military operations. • Responsible for requirements development, validation, management, and contracted support across all commodities. • Led the Joint Requirements Review Board and weekly Operational Contract Support Working Group in the synchronization of current and emerging actions in support of the CJTF-OIR. • Proved crucial to the award of the $320M Logistic Civil Augmentation Program (LOGCAP) base life support and the $64M Syrian line haul contracts supporting military operations in Northern Syria. • Sustained air defense missions $12M counter-rocket, artillery, and mortar services contracts.
• Served as a Program Manager responsible for two major U.S. Government (Army) Acquisition Category Level I programs, as well as oversight for multiple other lower-level Army programs awarded to Lockheed Martin Orlando with combined values exceeding $5 billion. • Lead 19 multifunctional personnel across two program support teams responsible for investigations, oversight and decisions related to production at the contractor's facility. • Advised program managers from Program Executive Office Missiles & Space and Program Executive Office Simulation Training and Instrumentation on all matters concerning the contractor's performance for multiple contracts. • Managed the development, integration, and testing of Hellfire II and M-299 Launcher, ensuring adherence to strict technical and safety standards. • Led risk management and mitigation efforts, identifying potential risks and developing strategies to address them. • Prepared and presented regular progress reports and briefings to senior leadership and stakeholders, ensuring transparency and accountability.
