Ambitious geologist with extensive education, training, and professional consulting and regulatory experience. Previous experience in the oil industry focused on the interpretation of high resolution borehole image logs and petrophysical well logs to provide answer products for clients. • Supervise, advise, and mentor four multi-disciplinary technical and professional staff working to protect California’s natural resources by assessing regulatory compliance of over 40,000 water right permits, licenses, statements, and registrations • Collaborate with tribal nations, academia, industry, local governments, and other state and federal agencies to manage complex projects in the Clear Lake and Merced River watersheds to develop technical policy recommendations for executive and State Water Board review and adoption • Oversee staff performing desktop and field investigations in response to stakeholder complaints alleging misuse of water, impacts to public trust resources, stream alteration and flow, illegal diversions, and unauthorized land and water use • Apply hydrogeologic knowledge to characterize watersheds, subterranean streams, springs, surface water flows, percolating groundwater sources, and groundwater-surface water interactions. • Issue progressive enforcement actions when staff reports and findings indicate failure to adhere to California Water Code statutes or California Code of Regulation requirements
• Adapted rapidly as a first-time supervisor during a sudden transition to a full-time work-from-home environment amidst a global pandemic • Rebuilt the Site Cleanup Program’s Federal Cleanup Unit after losing staff through promotions and retirement during the “Great Resignation” • Supervised five staff geologists in the Federal Cleanup Unit and technically review all staff correspondence related to regulatory oversight of over 50 contaminated sites in the Central Valley • Worked with staff as both a supervisor and mentor to ensure cleanups apply best management practices for timely remediation of impacted sites and assure regulated sites provide water quality protection • Provided technical input on public participation documents, conduct public outreach activities, and work in partnership with other regulatory agencies and stakeholders such as DTSC and USEPA • Assisted supervisor with developing Annual Programmatic Work Plan, personnel-year (PY) allocations, and preparation of periodic updates for the executive management team • Prepared an annual budget for federal, state, and private site cleanup oversight costs
• Fulfilled the duties of the “Project Manager” to assure cleanup of waste, including toxic and hazardous materials at Federal Facility CERCLA sites, Brownfield sites, and other private industrial and commercial sites. • Managed over 20 contaminated sites per year by providing technical oversight of hydrogeologic investigations, soil and groundwater characterization, and remediation of sites with soil and groundwater pollution, or threat of pollution. • Reviewed over 25 technical work plans and reports per quarter to evaluate hydrogeological data, well designs, and groundwater, soil gas, and soil data to assure adequate plume definition and to ensure compliance with the Water Board’s cleanup goals. • Prepared correspondence, staff reports, groundwater monitoring and reporting orders, enforcement orders, and waste discharge requirements directing investigations and cleanups consistent with Board regulations, polices, and plans. • Reviewed and provided technical input on public participation documents and ensured public participation activities are conducted appropriately in required situations and time frames.
• Regularly and independently interpreted >1000’ intervals of high resolution borehole image logs with a comprehensive focus on structural geology and modeling, fault identification, sedimentology, fracture characterization, and geophysics • Completed over 30 revenue-generating, client-driven projects resulting in the mitigation of fluid production challenges and maximization of economic recovery rates • Acquired extensive geologic knowledge on the sedimentology and structural geology of the San Joaquin Basin, California, and Permian Basin, West Texas through field work, geophysical well log analysis, and research, enhancing the quality of client work • Partook in over 10 weeks of classroom and field-based training with emphasis on: well log interpretation, geomechanics and engineering geology, seismic reflection data interpretation, multi-well correlation, and 2D and 3D modeling of three phase fluid migration through faulted aquifers in Petrel and Techlog software suites
