Jim Della-Giacoma is an advisor on conflict, political economy, and governance in the DC area. He is available for short-term assignments, including travel, that are focused on conflict research, organizational development, political risk, and strategic assessment. He is open to opportunities in Asia and the Pacific that build on his extensive field experience and well-recognized skills as a manager of people and complex situations. Before returning to being an independent consultant, he was at NYU as the Deputy Director at CIC; Jim was a Visiting Fellow at the Australian National University and the Asia Program Director at the International Crisis Group. As ICG's Jakarta-based South East Asia Project Director from 2009-2013, he oversaw the organization’s work in Cambodia, Indonesia, Malaysia, Myanmar, the Philippines, Thailand, and Timor-Leste. He was an Associate Director at the Conflict Prevention and Peace Forum in New York (2006-2009). As a senior advisor with the National Democratic Institute for International Affairs (2003-2006), he worked on citizen participation and elections, including in Afghanistan, Albania, Angola, Bulgaria, Kenya, Hong Kong, Indonesia, Iraq, Liberia, Sierra Leone, and Sudan, and the West Bank. He was NDI’s Timor-Leste country director (2001-2003). At the United Nations, he was a political affairs officer in the Department of Political Affairs in New York during the 1999 East Timor referendum. He served with the UN Transitional Administration in East Timor, including as its representative to Indonesia (1999-2000). From 1994-1998 he was a correspondent with AFP and Reuters news agencies in Jakarta. He holds a Bachelor of Economics (Political Economy) from the University of Sydney and a Master of Arts (Asian Studies) from the University of New South Wales.
As Civil Society Brief editor I oversee the assigned writers and national consultants who are writing or updating the civil society briefs for their respective countries. This includes providing editorial support and ensuring that these knowledge products are academically rigorous, of high quality, and compliant with ADB's Handbook of Style and Usage (HSU).
Jim is an independent contractor taking consulting assignments in various fields related to conflict, democracy, development, elections, and political economy analysis. He works for a range of international organizations and non-governmental organizations conducting analysis and research as well as providing strategic advice, mentoring, and training. He works across the full spectrum of the project cycle from capture to final evaluations. A list of recent project completed is available upon request.
Working under a Blanket Ordering Agreement (BOA) tasked to conduct market analysis for strategic outreach in the Asia Pacific region with an emphasis on responding to Indo-Pacific strategies of key donors; drafted training materials on comparative examples of local good governance practices for Myanmar partners; and developed research tools to support Community Government programming in Bougainville.
Serving as a member of All In’s Advisory Group and concurrently as a Conflict Analysis and Research Adviser.
• Provide strategic guidance and technical assistance, particularly on using Applied Political Economy Analysis (PEA) methodology on a research project for USAID-funded ASEAN PROSPECT project examining the Women Peace and Security agenda in the Association of Southeast Asian Nations (ASEAN). • The project covers all ten ASEAN countries and working with teams of remote researchers based in Southeast Asia, including Myanmar (Burma). • Wrote two chapters on research findings and PEA for the ASEAN Regional Study on Women, Peace, and Security report published on International Women’s Day 2021.
Research and wrote the Timor-Leste Political Economy Analysis health system for the USAID Local Health System Sustainability Project (LHSS).
