    State Counsel (International Affairs Division), January 2021 – now Advised and represented the Singapore government in multilateral negotiations and court proceedings at international fora, with a focus on aviation law, law of the sea, international environmental law, and sanctions. Key projects I have worked on include: • Advisory proceedings before the International Tribunal on the Law of the Sea regarding the obligations of States Parties to the United Nations Convention on the Law of the Sea in respect of climate change. • Negotiations on the Association of South East Asian Nations-European Union Comprehensive Air Transport Agreement (the world’s first bloc-to-bloc air services agreement). • Negotiations at the Council meetings of the International Seabed Authority on regulations to govern exploitation of deep seabed resources, and where I have chaired negotiations on Council decisions and am currently co-facilitating a working group. • Negotiations at the World Health Organisation on a convention, agreement or other international instrument under the Constitution of the World Health Organization to strengthen pandemic prevention, preparedness and response. • Advising the Singapore government on its trade bans on goods with potential military application. State Counsel (Civil Division, Disputes Directorate), January 2018 – December 2020 • Advised and represented the Singapore government in various disputes, including two administrative law matters, land acquisition, child protection, and adoption. • Also advised the Singapore government on domestic legislation which had been enacted to implement Singapore’s international law obligations regarding counter-proliferation and counter-terrorism.
