Serving as a logistics specialist responsible for developing and executing complex Foreign Military Sales (FMS) cases for an assigned group of partner nations and Precision Guided Munitions cases. Prepares and develops Letters of Offer and Acceptance (LOA) for Joint Munitions Command (JMC) managed conventional and non-standard ammunition, training, and technical data on behalf of the U.S. Government. Reviews price and availability (P&A) data to ensure materiel need and regulatory requirements are met. Collaborates with country managers, program managers and other subject matter experts to obtain price, availability, and provide required technical information. Modifies and/or amends LOAs to maintain logistical and financial controls, negotiates ammunition substitutions, and price adjustments. Exercises control in the accomplishment of assigned program responsibilities, making necessary adjustments, modifications, and revisions in assigned program areas to meet current and long-range objectives. Reviews, monitors, and evaluates instructions, regulations, procedures, systems, directives, and manuals pertaining to foreign military sales (i.e. security assistance) and munitions logistics support. Makes recommendations for improvement and prepares implementing documentation. Skilled in utilizing automated logistics systems to develop, monitor, and update LOAs for JMC managed conventional and non-standard ammunition, and related components and equipment. Ability to apply authoritative interpretations and guidance to country managers, program managers, and foreign customers regarding assigned SA programs/FMS cases.
Approves/disapproves issue of ammunition considering such factors as mixed ammunition, vehicle suitability, accurate documentation, user authorization, usage history of unit, and troop training dates. Monitors the turn-in of residue, unserviceable and serviceable ammunition. Certifies residue is explosive free and determines final destination (DRMO, post recycle/landfill, or appropriate depot). Coordinates with the appropriate personnel on unserviceable ammunition to determine if the ammunition can be destroyed on YTC or must be returned to the depot. Monitors the progress of quarterly wall-to-wall inventories of the Class V training ammunition and residue; monthly inventories of all Category I missiles and rockets; and any special inventories and location surveys requested. Coordinates with warehouse personnel to set up inventory and location survey files; distributes and provides assistance in the inventory process. Verifies inventory counts as required and performs extensive research to identify and resolve high dollar (approximately $30 million) item discrepancies related to storage location problems. Serves as the functional systems analyst over three automated systems to maintain stock record accountability of ammunition. Responsible for the Training Ammunition Management Information System (TAMIS) and the Unique Item Tracking (UIT) system for reporting usage of missiles and rockets. Provides technical advice, guidance, and assistance on customer supply operations to agency personnel. Manages delinquent documents list and exception to policy requests. Reviews customer's past performance to determine if customer should receive ammunition. Supervises civilian and military positions. Makes and reviews work assignments and provides guidance and assistance on technical and administrative matters.
-Responsible to manage the overall real time coordination and integration of maintenance resources and scheduled/unscheduled maintenance actions including real time updates to data systems. -Integrate flight line maintenance activities and ensure aircraft, aircraft subsystems, and support equipment are assigned to meet mission requirements. -Direct, control and maintain status on assigned aircraft, aircraft subsystems, and support equipment, physical movement of aircraft as well as coordinate maintenance schedules and priority changes. -Develop plans for specific repair or modification projects or operations, including scheduled and unscheduled maintenance requirements. -Accurately prepare and publish realistic and economical schedules for the manufacture, overhaul, or repair of one or more complex products that have numerous components or subassemblies to consider. -Under the guidance of the supervisor or senior specialist, takes part in studies of organizational practices with the objective of improving processes and broadening skills of schedules.
