● Review Market Surveys, Requests for Information (RFIs), Pre-Solicitation, Solicitations, Requests for Proposal (RFPs), Requests for Quotes (RFQs), Invitations for Bid (IFBs), etc. and make bid/no-bid recommendations. ● Lead and manage capture management efforts, including research, analysis, strategy, and recommendations for business development efforts. ● Lead and manage all proposal development efforts from the initial kick-off meeting through the final proposal submission. ● Coordinate and facilitate the scheduling and execution of kick-off meetings, collaboration meetings, pricing meetings, internal peer reviews, external peer reviews, cost reviews, approval meetings, and other proposal activities. ● Review and analyze all solicitation instructions, conditions, and notices and act as subject matter expert on proposal submission requirements, including all incorporated FAR clauses, evaluation criteria, SOWs, pricing format, etc. to establish proposal strategies and provide insight to proposal team members during the development of proposals. ● Develop proposal strategies, plans, schedules, tasks, team member assignments, and track the execution and completion of all proposal development activities assigned to proposal team members (both internal and external). ● Develop compliance matrix and manage the successful fulfillment of all requirements. ● Develop proposal outlines and consolidate proposal inputs from multiple contributors (both internal and external) for all volumes (technical, pricing, etc.) ● Work with the proposal development team, which may include the Program Manager, Contracts Manager, Project Managers, Functional Managers, Technical Leads, Subject Matter Experts, Technical Writers, Executives, HR, and Controller, to develop and organize proposal content for all factors (corporate capabilities, management approaches, past performance, cost proposals, etc.).
- Develop comprehensive proposal management plans (PMP) that outline the strategy, schedule, resources, and processes required to efficiently develop and submit a compelling proposal - Manage the key elements of the PMP to include proposal schedule, roles and responsibilities, content development plans, logistics, budget, compliance matrix, style guide, communications protocols, lessons learned, and post-submission activities - Write proposal documents including outlines, cross-reference matrices, and content - Lead kickoff meetings to outline logistics, responsibilities, and objectives - Manage subject matter experts to develop compliant and compelling content - Ensure proposals comply with all RFP requirements - Conduct discipline reviews for accuracy and completeness - Facilitate color team reviews including Pink, Red, Gold, and Green reviews - Manage editing, graphics, formatting, assembly, production, and delivery - Lead post-submission debriefs, win assessments, and lessons learned - Maintain proposal records, knowledge management systems, and libraries - Utilize MS Project or similar tools to manage proposals
• Lead technical proposal development in collaboration with subject matter experts (SMEs) and proposal manager, including contributing to technical design sessions on proposal strategy, facilitating development of win themes, and participating in discussions with potential partners • Work collaboratively to identify and write content for RFx responses. • Craft compelling proposal narratives that synthesize both existing content and new inputs from SMEs, in alignment with strategic proposal objectives • Own proposal content development for distinct RFx sections, from ideation to final review • Independently gather, organize, and synthesize information from diverse AWS stakeholders, including those from sales, engineering, solutions architecture, and other organizations • Contribute to proposal solutioning and strategy development sessions, asking clarifying questions to proactively guide content development. • Curate, grow, and update our team library of approved content, driving and organizing proposal content to maximize reuse effectiveness and utility. • Review final proposal documents for editing and content completeness. • Drive continuous improvement initiatives related to the above responsibilities. • Develop outlines and technical narratives by collecting and integrating contributions of technical sections from SMEs, partners, and consultants, ensuring clear articulation of technical approach, competitive advantage, and corporate capabilities to implement proposed project • Participate in technical design sessions and color team reviews to draft and revise technical narratives • Ensure responsiveness of technical proposal to the solicitation • Collaborate with proposal team members to ensure alignment of technical and cost proposals
