OPERATIONS 1. Design and Implementation of Human Resources Systems, Policies and Procedures The Deputy Director of Human Resources assists the HRM in: • Develop human resources policies, systems and procedures, including regular reviews and updates of the personnel handbook. • Continuously monitors all human resources systems, policies and procedures to ensure compliance with organizational objectives and other systems, policies and procedures, and to ensure that all staff comply with them. 3 Performance Management Implement and manage the performance appraisal system to ensure that all employees receive a timely appraisal in accordance with FINCA DRC policy. and continuously update the company's salary matrix in consultation with the company's management team. • Conduct research and ensure salaries are competitive for all positions. 4 Employee Relations Ensure accurate and timely institutional responses to all employment-related inquiries, including job applications, reference checks, job confirmations, or others, in accordance with local legislation and established policies and procedures. • Assist staff with personnel questions or issues, as required. • Provide support, as needed, to resolve issues related to employee discipline, employee termination, or other human resources issues. • Design and implement appropriate employee recognition programs (e.g., related to tenure). • Develop and communicate employee safety and security procedures 5 Training & Development Ensure adequate training of managers and staff on all human resources policies and processes. Ensure that appropriate orientation training is provided to all new staff members to maximize the effectiveness of onboarding. 6 Service Planning and Development Develop a strategic human resources plan that aligns with operational and financial projections and anticipates the skills and staffing needs required to transform into a regulated financial institution.
