Javier García Seijas is a Partner at EY and is in charge of the Infrastructure sector in the Strategy and Transactions Area in Spain. Since joining EY in 2011, Javier has formed a multidisciplinary team that advises infrastructure funds, corporations, and financiers on investment processes, financing, refinancing, bidding, and infrastructure asset transactions in various fields: Transportation, Water, Social Equipment, PPPs, Telecommunications, and Energy.. García Seijas joined EY after being the Head of Infrastructure Development for SEITT, PPP´s think tank of the Ministry of Public Works and Transportation of Spain. Javier has over 20 years of infrastructure development, financing, investing , planning, and divesting in both the public and private sectors. Prior to his role at SEITT, He was Sr. Investment Manager at CINTRA, one of the largest private developers of transport infrastructure worldwide, and a wholly owned subsidiary of Ferrovial Group S.A. In this position from 2007-2009, Mr. García Seijas was responsible for the development and submission of investment proposals as well as the negotiations of final concession/construction agreements. From 2000 to 2007, Javier held roles at Acciona in both Poland (2002-2005), as a key strategy player in Acciona's acquisition of Polish infrastructure company Mostostal Warszawa, and Spain (2005-2007), as a Construction Manager for civil works projects. Javier received his Executive MBA from the IE Business School in Madrid, Spain and his MSc in Civil Engineering from Universidad de La Coruña.

Corporate Finance Responsible of the Infrastructure Advisory, Modellling and Project Finance practice in Spain Lead and Financial Advisory related to Infrastructure deals and M&A processes Advisor in national and international projects regarding investment processes, financing, refinancing, public bidding and transactions of infrastructure assets within several fields : Utilities, Transport, Health, Digital, Social, PPPs and Energy. Responsible for the whole Service Line : origination, commercial relationship, direct advisory to clients, works supervision, final reports review, recruiting, P&L, teams coordination and roles definition. Advisor to main players in very relevant infra transactions ( Transport, Utilities, Energy and Digital Infra )
Responsible for the development of National PPP programs ( Ministry of Transport and Public Works). Responsible of PEI ( PPPs Infrastructure Extraordinary Plan)
•Development of investment proposals to be approved by CEO •Submission of bid proposals to customer or authorities •Negotiation of final concession / construction agreements
• Customer relationship management. Acciona Responsible before Madrid’s City Council. • Subcontracting and allocating resources in order to execute works of Eur 90 million. Responsible for the cost management of works. •Responsible for meeting deadlines and expected quality of executed works • Management of a team of 50 direct employees and 350 outsourced personnel
• Acciona General Manager’s assistant for the implementation of Acciona culture in a Polish construction firm recently acquired and changed into subsidiary. • Implementation of Acciona’s cost systems in Mostostal Warzawa (fourth most important construction company in Poland). Development of tenders. • Power of Attorney of Acciona for single conducting in the name of the company in several contracts with Polish City Councils and the Polish Road Ministry.
