I help municipal wastewater agencies plan, manage, and deliver capital improvement projects. Through Pacific Wastewater Optimization, I provide senior-level support for wastewater capital program development and project delivery. Pacific Wastewater Optimization provides capital planning, alternatives analysis, design, construction management, project management, and construction inspection services. My background includes capital project implementation, treatment process optimization, and wastewater utility leadership. That combination allows me to support agencies at both levels: developing practical capital plans and helping move individual projects through design, procurement, construction, startup, and closeout. One Water Technologies focus areas include Tecon membrane digester covers and biogas storage systems, integrated solar biosolids drying solutions using Wendewolf drying equipment and Agratech greenhouse systems, and custom designed fiberglass assemblies for wastewater.     As the General Manager, I led an executive team providing wastewater collection and advanced treatment for a community of 180,000. District services included solid waste, green waste and recycling. Responsible for strategic planning, finance, regulatory compliance, capital program implementation, labor relations, cyber-security, and risk management, as well as a $49M+ annual budget. 📈 SELECTED ACCOMPLISHMENTS: ☑ Delivered innovations, including an activated sludge treatment upgrade to a nitrification/denitrification process. District cost to convert the process to nutrient removal was 10% of peer agencies. ☑ Recognized with multiple state safety awards, resulting in a 40% drop in workers compensation claims. ☑ Negotiated contracts worth $250M (2011) and $500M (2022) with Waste Management, resulting in the second-lowest refuse and recycling rates among the 13 service providers in Alameda County. ☑Reduced liabilities by $200M by negotiating a National Pollutant Discharge Elimination System (NPDES) permit to allow local discharges during peak wet weather flows which lowered our ownership stake in the joint outfall system. ☑ Worked with 5 bargaining units and negotiated labor agreements. Those agreements and proactive funding positioned the district for fully funded Post-Retirement Medical benefits and as well as a fully funded pension program. ☑ Developed and implemented strategy to borrow State Revolving Funds/WIFIA to reduce backlog of pipeline replacements by 40 miles. $50M in financing secured at an average rate of 1.35% and 35 year average amortization. ☑ Reduced total energy bill to zero through the development of a 468kW solar array and grease receiving facility. Leveraged available solar drying facility and wet weather storage to help outside partner to meet SB 1383 requirements. Storage partner paid $300K/year in application costs ($300k/year). ☑ Appointed to the Bay Area Clean Water Authority’s Oversight of Nutrient Study for 37 area plants.

    Developed and managed implementation of Capital Improvement Program for rapidly growing communities of Pittsburg, Antioch, and Bay Point. Served as acting Technical Services Manager in 2007. Managed large forcemain, pump station, cogeneration, digester, solids handling, and recycled water projects. Led the preparation and implementation of a $60M, 5-year Capital Improvement Program. 📈 SELECTED ACCOMPLISHMENTS: ☑ Accountable for $25M in projects in FY 06/07, which included 11 mgd- Bridgehead Pump Station, Digester Nos. 1-3 Rehabilitations, and Gas Piping Upgrades Project. Consistently completed projects ahead of schedule and within budget.
