Currently serve as a Contract manager for FDA where I leverage knowledge and experience applying acquisition management regulations and principles to major programs and projects as a FAC- Contracting Officer Representative (COR) Level 3. I provide consultative services and guidance to administrators and senior management officials on contractual matters based on substantive knowledge of acquisition and contract/procurement regulations and policies. I complete the development and review of acquisition packages including Statements of Work, Independent Government Cost Estimates, Requests for Information, advise on appropriate contract vehicle, and other acquisition relevant procedures and documents. Supervised an administrative team while providing essential centralized management services and support for all administrative programs including human resources management (including any staffing issues), budget, accounting/financial management (including tracking funding), contracts/procurement, property management, travel, inventory management, administrative procedures, and regulations. Provided a continuity of operations plan (COOP) briefing to Laboratory Staff. Communicated daily to region leads, action officers and senior officials for shipments of household goods based on Joint Federal Travel Regulation (JFTR). Granted and denied exception to policy request from Installations. Created excel spreadsheet that tracked exception request for trend analysis and opportunities for service improvement.
