I work at the intersection of AI systems and content moderation/governance - authoring policies and developing frameworks for how large platforms use machine learning and LLMs to detect, enforce, and explain decisions that affect billions of people. As Policy Director at Meta, I lead policy and risk work for AI-powered content moderation systems, including classifier design governance, LLM-based enforcement deployment, and systemic risk frameworks required under the DSA and comparable global regulations. My work spans the spectrum of the content moderation lifecycle : from defining precision thresholds and user notice and appeals language to escalation logic and engaging regulators on automated decision-making transparency. I joined Meta in 2015 and have worked across content regulation, notice-and-takedown compliance, behavioral integrity, and cross-platform enforcement. I've built teams, led regulatory engagements across the UK, EU, and APAC, and presented to the Oversight Board on landmark enforcement cases related to civil unrest, global elections, and misinformation. My background is in international law and strategy, with earlier experience tackling online fraud and IP enforcement. I draw on criminal justice theory, behavioral research, and systems thinking to build and tweak policies that are enforceable, explainable, and fair at scale.
• Built governance frameworks for deploying large language models (LLMs) and generative AI in content moderation by setting responsible AI principles, safety thresholds, and human oversight requirements that doubled automated resolution rates and significantly exceeded revenue recovery targets. • Drove trust & safety policy decisions contributing to hundreds of millions in measurable business impact, including a redesigned appeals system that now recovers millions of wrongly-actioned user accounts annually and substantial advertiser revenue. • Led Policy for Meta's AI support assistant launch, defining how AI can safely resolve account issues end-to-end while catching severe violations like scams faster and more accurately, with fewer over-enforcement mistakes. • Led a global team of senior policy professionals through repeated reorganisations by prioritising transparency, autonomy, and individual growth — resulting in one of the highest-retention, highest-engagement teams in the organisation. • Shaped Meta's regulatory positioning across UK and EU jurisdictions — leading engagement with Ofcom, advising on Digital Services Act and Online Safety Act compliance, and representing the company in government consultations on AI governance, account enforcement, and appeals systems.
• Developed Meta's strategy for using generative AI and LLMs in trust & safety — defining where AI can automate decisions, where human review is required, and how to measure accuracy at scale. • Led company-wide programme to reduce high-risk online harms (fraud, child safety, terrorism), launching cross-platform enforcement that vastly increased account removals with high-precision models. • Spearheaded integrity risk mitigation across Policy, qualifying 200+ risk areas with legal and product teams and serving as cross-functional liaison to executive leadership. • Drove regulatory inputs for implementation of the UK Online Safety Act and EU Digital Services Act, presenting to Ofcom, bridging legal requirements with product builds, and authoring Newsroom posts on Meta's integrity practices. • Designed measurement systems turning complex policy questions into trackable external integrity metrics, integrating input from 40+ experts to inform multi-year investment priorities.
• Coordinated policy and product response to the EU Digital Services Act and UK Online Safety Bill, devising scalable compliance strategies and presenting to regulators in the UK, France, Singapore, Thailand, and Australia. • Drafted responses and presented to Meta's Oversight Board on landmark cases including Cross-Check, crisis designations, and political speech. • Launched enforcement against offenders of severe harms, validating approaches with industry experts and resulting in thousands of net-new account disables. • Developed principles governing enforcement across Meta's Family of Apps — ensuring procedural fairness, proportionality, and user transparency in notice and takedown systems. • Authored Transparency Centre articles on content violations, account restrictions, and Page/Group removals.
