Dr. Jacob Barton is a national security and defense technology executive specializing in the integration of artificial intelligence, enterprise software, and emerging technologies to solve complex mission challenges. His career spans military operations, congressional oversight, Army modernization, and commercial technology, enabling organizations to rapidly transition innovative capabilities into operational advantage. As Head of Integration at WebAI, Dr. Barton leads the delivery and integration of enterprise AI solutions across the public sector, helping defense and government organizations securely deploy, operationalize, and scale generative AI. Among his contributions, he developed a Secretary of the Army-level risk analysis framework that reduced developmental and operational testing requirements for emerging technologies by approximately 50%, accelerating modernization while establishing a scalable model for risk-informed capability adoption. Earlier, Dr. Barton served as Senior Legislative Policy Advisor to the Army G-2 and as the Senate Select Committee on Intelligence, professional staff lead for the Defense Intelligence Enterprise. A retired Army officer and former Ranger and Special Operations leader, Dr. Barton commanded more than 1,100 missions with zero operational mishaps while leading over 500 Soldiers across multiple command levels. His experience continues to shape his approach to AI adoption, defense modernization, and mission-focused innovation. Dr. Barton is the primary author of the Army’s Future Operational Environment Running Estimate. He holds a Ph.D. in International Security, and a Master’s degree in National Security Studies from the U.S. Army War College.
