As Senior National Health Systems Expert (Consultant), my role is to support the Tele Medicine Team, Evidence-4-Health (E4H) Project funded by Federal Commonwealth & Development Office (FCDO), Pakistan, in the following areas: > To conduct a comprehensive scoping review of telemedicine platforms and referral pathways in Pakistan, identifying successful approaches, assessing infrastructure readiness, identifying priority health needs, documenting user and provider perspectives, operational, regulatory and policy gaps. > To develop a prototype architecture for an anticipated telemedicine platform which is equity focused, with recommendations for its design, interoperability requirements and monitoring framework aligned with UHC and PHC reform priorities.
-Drafting & operationalization of Contingency Programme Corporation Agreements (CPCAs) to support rolling out of Nutrition Program in the Flood Emergency Districts; -Support P&D Board / SUN Unit and other line Departments to strengthen the monitoring and reporting of the progress and lessons from the scale up of Key Family Care Practices (KFCPs); -Strengthening intersectoral linkages, supporting govt. and CSOs for, establishing/sustaining community-facility referrals to ensure continuum of care for essential nutrition services; -Support P&D/DOH to operationalize multi-sectoral coordination for nutrition & ECD actions/programming at Provincial and selected districts; -Strengthen the Government, Partners and Community structures capacity on emergency nutrition preparedness, response, humanitarian coordination and program monitoring. -Technical support with SMART and Mass MUAC Screening Campaign/or other surveys to inform the planning and monitoring of nutrition emergency response and LHWs Innovation Model. -Support government and CSOs in engagement of Lady Health Workers (LHWs), School Health & Nutrition Staff (SH&NS) & Community Health Workers (CHWs) for promotion of key nutrition messages, including KFCPs in targeted districts (5). -Technical support / coordination at Provincial & Districts levels with IRMNCH&N, WFP & IPs for roll-out the Nashonuma (Nutrition) component of Benazir Income Support Programme (BISP) in targeted districts of Punjab. -Technical assistance to the Districts Authorities & Implementing Partners (IPs), NGOs & CSOs in coordination with IRMNCH&N & WFP to strengthen SAM treatment as per simplified SAM guidelines / protocol, distribution of RUTF, integrated establishment of OTPs at FCs and monthly follow-up.
- Support Flood response interventions to revitalize health, nutrition and integrated UNICEF supported social sector service delivery for 2.7 m flood affected population in flood affected Districts of Punjab (DG Khan, Rajanpur, Layyah & Muzaffargarh). Technical assistance to District Governments for setting-up Health Relief camps, strengthening integrated RMNCAH services at community and facility levels. - Technical oversight to the overall implementation of the Immunization Program; - Support Urban Immunization in 5 Mega Cities of Punjab with community mobilization, service delivery (weekend, evening, mobile integrated services, 24/7 birth dose initiative in labor rooms), community detection and referral of zero-dose and missed children; - Support Effective Vaccine Management (EVM) and operationalization / Cold Chain Equipment Optimization Platform (CCEOP) deployment of Cold Chain for routine vaccines and Ultra Cold Chain (UCC) equipment for COVID-19 vaccines in targeted Districts of Punjab; - Under the King Salman Relief Project in District Kasur, operationalize integrated RMNCAH service delivery, targeting a population of 3.6 m with community / gender empowerment and equity; - Support implementation & monitoring of special campaigns like: MR (Measles-Rubella) campaign, targeting 46m+ children 9m-15 years, in all Districts achieving the coverage of 100% and the COVID-19 vaccination campaign for Adults (up to 65 yrs), Adolescents (12-18 yrs) and Peds campaign targeting children 5-12 years; - Technical assistance to the Provincial Office in the formulation of GAVI-FPP (Full Portfolio Planning 2023-27) to access resources for health, immunization system strengthening, cold chain enhancement, targeting misses (zero dose) communities, special campaigns, new vaccine introduction (HPV) and for monitoring & learning activities and - Support UNICEF Country / Punjab Provincial Offices to develop UNICEF (2023-27) Country programme.
- Evidence generation and advice on policy & strategic planning, strategic frameworks and health systems at Federal and Provincial/Area levels; - Coordination with stakeholders on the progress of achieving targets of the National Action Plan/Framework and its leading role in strategy and policy setting in health; - Provided guidance and support to the Government & Stakeholders, promoting a common understanding on the functions of Health System Strengthening, it performance and to align various health system initiatives by improving governance and avoiding duplications to achieve enhance efficiency; - Coordinate with line ministries, national and international partners and develop linkages with Provincial/Area Health Sector Reform/Planning & Policy Units on health system related planning and analysis; - Technical guidance and facilitation for adoption of integrated Health Systems approach in planning, coordination and monitoring and - Technical guidance for oversight of Donor/Health Development Partner investments in Health Systems Strengthening including donor mapping and identification of technical assistance (TA).
Provide technical assistance to support the operationalization of ZM-EIR to strengthen service delivery, increasing immunization coverage of VPDs in all 30 Districts of Sindh Province; Conduct field visits to facilitate smooth implementation of ZM-EIR, assess progress and identify challenges with remidial actions in all Districts of Sindh Province & Islamabad Capital Territory (ICT); Review and analyze weekly / monthly immunization coverage data for ZM-EIR, to assess progress and share with immunization partners in coordination with Provincial EPI Sindh; Technical assistance in development / preparation of “Gamification Videos” for on-the-job trainings and capacity building of vaccinators for immunization services; Responsible for expansion and implementation of ZM-EIR in other Provinces (Punjab, Baluchistan, Khyber Pakhtunkhwa) and Regions Gilgit-Baltistan (GB) and (ICT) of Pakistan; Technical support for the piloting of Birth Registry in targeted 15 health facilities (Hospitals) in Karachi Division and strengthen linkages of birth registration with ZM-EIR; Support and manage technical coordination with partners in immunization (Federal, Provincial & District EPI/EOCs), GAVI, WHO, UNICEF, BMGF, ACASUS, TKF, PPA & PMA; Support individual and collaborative research projects within IRD and its network of affiliated organizations Nationally (IHN) and Internationally; Ensure implementation of projects in-line with IRD-Pakistan and donor regulations as applicable; Identify grant opportunities and diversify the funding portfolio of MCH program; Contribute towards the abstract and manuscript writing of existing and new MCH research projects; Prepare and submit timely donor reports for ongoing projects of IRD-Pakistan; Technical supervision, management and mentoring of program staff.
