Senior level Manager with 30 years of SIGINT Programs experience, providing technical and administrative leadership to NSA-sponsored projects in Technical and Programs Management applications for a number of Maryland Defense Contractors. Experience has encompassed progressive technical/administrative management growth, primarily in the areas of secure telecommunications, signal processing, and information management, and has accommodated specific responsibilities for Manufacturing/Integration/Test, and Program Management functional support, to major strategically critical contract efforts in the SIGINT arena, and associated coordination and direction of subcontractors and team members in support of FFP, CPFF, CPAF, and T&M contract relationships. Areas of functional strength include: excellence in inter-personal communication and team building skills; proficiency in implementation of budgetary and scheduling controls; the development and maintenance of strong relationships with customers and users; and the adaptability and flexibility to accommodate significant changes to scope(s) of effort and project baselines while maintaining high standards of performance. Design support, budgeting, construction oversight, implementation/integration and overall facilities management of multiple Secure Compartmented Integration Facilities (SCIFs) hosting Department of Defense TS/SCI CLASSIFIED secure information systems programs and their missions. Responsibilities included the development, coordination and implementation of all specialized power, cooling, perimeter security and fire/intruder detection and alarm systems applicable to this type of facility and its integral elements. Retired in 2012
Accommodated dual roles; program/administrative management and leadership of active NSA program efforts (FIBONACCI/GROUNDBREAKER/ICELANDER/LVPAS); and subcontractor coordination/budget and schedule management of (in excess of) 26,000 sq ft of SCIF space design, development and fit-out within the NCC facility. Additional responsibilities included proposal development and support. Selected accomplishments include: • Growth of highly-competitive FIBONACCI SIGINT subcontract to place 9 high-level personnel in influential positions on 4 TTOs, and “pipelining” additional high-level candidates. • Oversight and coordination of design, development, and construction of 3 separate SCIF areas, accommodating over 400 persons, and associated budget and scheduling requirements. All efforts completed significantly within budgets. • Support, inclusive of volume leadership, to a number of successful proposal efforts and • Maintenance of profit margins, and retention of DL content, in support of a number of DoD Technical Program contractual commitments.
Responsible to VP of Technical Services for the development and maintenance of Corporate Production Manufacturing capabilities, facilities, and personnel resources. Also tasked with the start-up/management of manufacturing operations in support of the DoD THUDBEATER Program, and the development of business opportunities to both diversify the production manufacturing capabilities of the organization, and to provide long-term stability and growth within a new facility. Company purchased by Northrop Grumman in 2005.

Selected accomplishments included: • Over 20 years of demonstrably successful commitment to electrical engineering and technical management functions, and contract representative interface, in support of mission-critical NSA operations. Personally provided customer with 24/7 on-call coverage for over 4 years. • Oversight and company SME for a wide diversity of technical management functions, inclusive of QRC activity/response, logistics support, hardware and software engineering, system administration, PCB and PCA design, engineering and production test, CADD, assembly, technical writing, provisioning, training, QA/QC, project cost management, and material handling and control. • Systems, subsystems and hardware services support to critical program efforts and missions available upon request.
