Herman Bashiron Mendolicchio is a researcher, project manager, and cultural practitioner working at the intersection of international cultural cooperation, cultural policies, cultural management, and contemporary art. He holds an International PhD in Art History, Theory and Criticism from the University of Barcelona. He is Lecturer at the Cultural Management Programme of the University of Barcelona, where he serves as Academic Coordinator of the Postgraduate Course on International Cultural Cooperation. His work focuses on developing critical perspectives and practical frameworks for international cultural collaboration within an increasingly interconnected global context. He is also Professor Consultant at the Universitat Oberta de Catalunya (UOC) in the MA Humanities: Contemporary Culture, Literature and Art. His research and teaching explore intercultural processes, globalization, cultural mobility, and collaborative practices in art, heritage, cultural practices, and policies. His interests also include the impact of digital transformation in the cultural sector, sustainability in its cultural, social, and environmental dimensions, and the role of art in public space as a platform for dialogue, exchange and engagement. Alongside his academic work, he has extensive experience in designing and coordinating international cultural projects involving partners from different disciplines, sectors, and world regions. His work often operates across academia, cultural institutions, artistic networks, and policy environments, fostering collaborative processes that connect research, cultural practice, and international cooperation. He has participated in numerous international conferences and developed research projects, residencies, and collaborations across different cultural contexts. As a writer, consultant, facilitator, and independent curator, he works with international organizations, cultural institutions, and networks. He has published extensively in international journals and magazines. He collaborated as Editorial Contributor for Culture360 (Asia-Europe Foundation – ASEF), served as Managing Editor of ELSE Journal (Transart Institute), and is co-founder of InterArtive – Platform for Contemporary Art and Thought. Previously, he was Associate Professor in the BA in International Relations at Universitat Ramon Llull, faculty member and core advisor at Transart Institute (NY–Berlin–Liverpool), and Postdoctoral Visiting Researcher at the United Nations University – Institute on Globalization, Culture and Mobility (UNU-GCM).

CHARTER is an acronym for 'Cultural Heritage Actions to Refine Training, Education and Roles' and the title of a successful project proposal for an ERASMUS+ call on a sectoral skills strategy (blueprint) on Cultural Heritage. It was written by a large European consortium led by the University of Barcelona, which covers all relevant areas of cultural heritage professionals. The CHARTER project will develop a matrix mapping heritage practice in terms of discrete competences and skills according to levels of expertise as they inform the role of heritage professionals towards cultural heritage. By creating and developing occupational profiles as well as defining core and transversal competences, the project will research and create programme curricula, identify delivery methods, foster mobility opportunities, advocate quality practice and highlight local specializations to achieve a people-centered, integrated and sustainable approach towards cultural heritage and its dynamics in future scenarios.
