About

I am Dr. Hans Dorval, Ed.D.—a bilingual (English | Haitian Creole) ecosystem architect, compliance alchemist, and unapologetic change agent committed to rewriting the rules of access. Growing up in Miami’s Haitian diaspora, I watched gifted classmates stall because the system around them was never designed for their success. That memory still drives me: talent is universal, opportunity is engineered. My mission is to rebuild the structure so people no longer have to beat the odds—we change the odds themselves. For more than a decade, I have shaped county-wide workforce portfolios, weaving together K-12 exposure, dual enrollment, career-technical education, registered apprenticeship, and college completion into a seamless pathway. I convene educators, unions, employers, and civic leaders to connect early curiosity with living-wage careers, widening every on-ramp and smoothing every detour so that first-generation scholars, veterans, youth with disabilities, multilingual newcomers, and returning citizens all see a place for themselves in the talent pipeline. Running parallel to that design work is my favorite craft: compliance alchemy. Dense statutes, grant clauses, and balance sheets are my raw ore; I refine them into transparent, high‑velocity processes that safeguard public trust while liberating resources to reach more people, faster. A well‑crafted audit is never a “gotcha” in my book—it is a growth accelerator, surfacing hidden efficiencies and turning dormant dollars into fuel for innovation. Everything I build is human‑centered and data‑driven. Armed with a doctorate in Organizational Leadership & Human Resource Development, I blend improvement‑science rigor with culturally responsive practice. Whether launching a STEM-to-trades bridge, mentoring a budding coder, or advising a city on digital equity strategy, I translate analytics into programs that honor dignity, celebrate culture, and deliver real results. I count success not by budgets expended but by lives transformed: the single parent who swaps gig work for a union card, the teenage tinkerer who discovers aerospace instead of a dead end, and the veteran who finds purpose in coding rather than chaos. If you’re seeking a collaborator who can turn policy into paychecks, audits into accelerants, and fragmented initiatives into thriving, inclusive ecosystems, let’s connect and build pathways where everyone has room to rise.
