Project Lead, DHS S&T • Assisted Program Manager in designing Remote Energy Facility to passive cool and independently power DHS’ electronic equipment in austere desert environment without access to power grid. • Published White Paper that defined requirements and explained over 20 passive cooling techniques and energy production technologies. • Contracted heat transfer engineer as subject matter expert. • Created Statement of Work for FFRDC contractor to compare alternatives in trade study. • Solicited and evaluated thirteen viable “Sources Sought” from industry to expand analysis of alternatives. •Created test protocol, and acquired industry standard sensors and loggers to collect empirical data to analyze and produce test report for guiding / refining design.
Developed and equipped Army Combat Engineers in Afghanistan with passive Radio Frequency (RF) Radio Controlled Improvised Explosive Device (RCIED) Detector prototypes, and fabricated 25 systems for Early User Testing to meet urgent wartime mission needs.
Created and managed Sensitive Radio Frequency (SeRF) Detection Program ($75M) for Joint Improvised Explosive Device Defeat Organization (JIEDDO) to develop active and passive detectors of Radio Controlled Improvised Explosive Devices (RCIED); expanded portfolio into 30 advanced research and/or system production projects for manworn, robotic, vehicular and airborne applications.
Advised government decision-makers in creating and managing Business Strategy / Technology Capability Roadmap and program to develop intelligence collecion / dissemination technologies to meet Joint Chiefs of Staff requirements for Counter-Intelligence / Human Intelligence Center agents to meet mission needs in Initial Concept Document in time for DIA's annual budget.
