Especially in managing the relationship between provincial governments and various utility authorities. Familiar with regulatory authority and be able to line up proper resource to push projects forward. Familiar with both the commercial and regulatory environment in Hong Kong and China.Over 25 years of business development and technology experiences in IT, Telecom and Data Center industry and held various executive management and technology leadership positions at Towngas Telecom, PwC, Huawei, HP, PCCW, and Accenture. Currently both as GM, YingTong TGT Network Services (SHenzhen) Co Ltd, and Deputy GM, Business Development & Operations (Mainland) at Towngas Telecom (TGT, a full license HK telecom operator owned by HK & China Gas). The DGM role is effectively a combined COO and CTO role responsible for all TGT group’s business, operation, technology development, and P&L in mainland China. TGT Mainland has 4 data center joint ventures (at Dongguan, Jinan, Dalian, and Harbin, each with 2000-3000 racks), 6 telecom ducting companies (each with territorial exclusive operating license), a software company and 3 telecom services joint ventures, with a sizeable yearly combined CAPEX and OPEX budget.

Ying Tong, who owns 49% of Citic Network, formed a JV with Towngas Telecom offering licensed (covering A26,A24, A11 and A12) nationwide backbone bandwidth and advanced network, Data Center, and edge computing services inboth Kong and China.
Responsible for the TGT group's mainland China business and operation, including 4 DC JVs and a variety of telecom ducting and IT services JVs. Effectively it is a COO role for TGT's China business and a CTO role at the group level. TGT group has a full license telecom operation and 2 data centers in Hong Kong and has 4 Data Center Joint Ventures in China and various other JVs focusing on network services, telecom ducting and IT services business. I am also serving on the Board of directors for all China JVs within the Group.
