Coordinate Capacity Development delivery in revenue administration throughout the Pacific Financial Technical Assistance Centre (PFTAC) region. This includes agreeing and planning development programs and activities with country administrations; arranging for appropriately qualified and experienced experts to undertake activities; reviewing progress with country programs and making necessary adjustments; liaising with other development partners to support coordination and benefit maximization; and engaging with the Pacific Islands Tax Administrators Association and the Oceania Customs Organization to promote regional resource development and sustainability
Provide support to the Government of Puntland in the areas of (i) formulating tax policies and regulations, (ii) building capacity, (iii) introducing segmented taxpayers (conducting capacity building activities), and (iv) improving the overall tax administration
Analyse the past, current and future donor support to the Afghanistan Customs Department (ACD) and identify opportunities for donors to prioritize the ACD Strategic Plan initiatives. Develop a Donor Coordination Strategy, drawing on existing international to ensure that there is alignment between donors to reduce project duplication, encourage a collaborative approach and improve the performance as well as the outcomes of donor projects
Assist and support the Afghanistan Customs Department (ACD) Internal Compliance Unit with internal audits, internal investigations and professional standards. Assist with anti-corruption strategy, WCO Arusha Declaration implementation plan, integrity training and development of management control program.
