Senior leadership role for Buenos Aires’ ESG agenda, with end-to-end responsibility for climate action, environmental policy design, governance, and cross-government execution. Led the development, approval, and implementation of the city’s Climate Action Plan, aligned with the Paris Agreement and the UN SDGs. Defined a roadmap to net-zero by 2050 and delivered a 51.9% emissions reduction by 2030 (baseline 2019) through concrete, traceable, and quantitatively modeled actions. Chaired the Climate Cabinet, coordinating 30+ government departments and aligning 300+ professionals across energy, buildings, transport, waste, air quality, water, biodiversity, and urban environmental management. Designed governance structures, KPIs, and decision frameworks, reporting progress, risks, and trade-offs directly to the Mayor, Chief of Cabinet, and Ministers through biweekly leadership reviews. Beyond climate, led transversal environmental and ESG-related policy and regulation, including energy efficiency, renewable energy promotion, circular economy, eco-labeling, and environmental education. Represented the city in national coordination bodies, including leadership roles within COFEMA. Played a central role in the legislative process, leading the drafting, negotiation, and approval of key environmental and sustainability laws and incentive frameworks, acting as primary counterpart across government, legislature, private sector, NGOs, and civil society. Led the creation and consolidation of a city-wide planning and coordination function for all public space interventions, with a mandate to restore governance, reduce operational risk, and align multiple public and private actors in a highly fragmented environment. Built the department from the ground up, defining organizational structure, operating model, governance processes, and performance systems. Recruited and led a multidisciplinary team of 82 professionals, including 4 direct-report managers, combining technical and management capabilities to ensure execution discipline at scale. Acted as the central orchestration node between government agencies and utility companies (electricity, gas, water), chairing a permanent coordination and negotiation forum with directors and senior executives. This governance model reduced conflicts, duplicated interventions, political exposure, and re-openings of public space, strengthening operational reliability and public trust. Led the planning and prioritization of a USD 35M annual investment portfolio, defining sequencing and timing of works based on data-driven criteria such as infrastructure lifecycle, recurrence of failures, pedestrian and traffic intensity, accessibility, safety, urban impact, and political risk. Designed and implemented digital tools and integrated data systems to consolidate information from multiple sources, enabling predictive planning, budget optimization, and real-time monitoring. Established KPIs, dashboards, and executive reporting to support decision-making. Presented monthly to the Minister of Public Space and the Head of Government, leading discussions on risks, trade-offs, prioritization decisions, and escalations. Integrated sustainability and resilience principles into urban operations, including durability-focused planning, reduction of repeated interventions, minimization of social disruption, and use of recycled materials in public works.
