About

I am French and have been working as an Economist Statistician at the Banque de France during 35 years, with a 3 years period at the Ministry of Finances and Economy (Economic Forecasting Division). I got a great experience on monetary statistics, macro economic models and balance of payments statistics and methodology as an economist and a statistics compiler. Thanks to an active participation to the EU statistical harmonisation process through chairmanship or membership of Technical Groups at Eurostat and the ECB (TG Direct Reporting, Travel, Transportation, Asymetries, Classification...) I got an in-depth knowledge of common best practices to provide BOP and IIP data in the EU integration process. I am today (from 2005) acting as an Expert Advisor in the area of International Trade in Services Statistics, Foreign Direct Investments and Transnational Corporations Statistics. I am working as such on several projects of Technical cooperation on behalf of UNCTAD and EU Commission (EuropeAid), with the provision of capacity building on the international recommendations and best practices for the BOP and IIP data collection in a context of integration: Skills: Capacity building on international methodology and technical assistance on data collection and compilation in the field of International Economics, statistics, balance of payments, national accounts, trade in services, foreign direct investments, foreign affiliates trade statistics.

    - Participation to a Technical Assistance project with UNCTAD and COMESA on Foreign Direct Investments and the activity of TNCs, covering Eastern African countries. The project related to TA missions on on the implementation of a common survey with FDI flows and stocks and FATS statistics (Tanzania, Djibouti, Comores, Swaziland, Zambia, Uganda, Tanzania). It has been the opportunity to develop an elearning course on these two matters (FDI and TNCs). - Participation to a three years Program (december 2009 to december 2012) with the ASEAN Secretariat and ASEAN countries (Indonesia,, Vietnam, Philippines, Brunei, Thailand, Myanmar, Cambodia) on International Trade in Services Statistics (SITS), under the aegis of GOPA Consulting. The aim of the Program has been to help the countries to harmonise their statistics in order to be able to measure the progress of the economic integration within the zone. - Participation to a TA project with Euromed countries on behalf of the MEDSTAT Program covering external trade and the balance of payments. The Program includes study visits in European Central Banks and NSI in order to get best practices for changes on data collection in the context of economic integration; it includes also capacity building on the new Manuals (BPM6 and MSITS 2010) and advices for changes from a banks reporting system to a direct reporting collection system. - A 2 years joint Program for the Office des Changes in Morocco (2011-2012) with the Banque de France and the French NSI in order to implement a direct reporting and survey collection system for the Morocco Balance of Payments and Global International Position. - Participation to a discussion forum managed by the UN and WTO on SITS data collection and compilation, for the elaboration of a SITS compilation Manual. - Short term expert on international trade in services statistics for the COMPASS program with ASEAN Secretariat and Member States beginning in June 2014, under the aegis of ADETEF.
