As a professionally qualified Project Manager with a Bacherlor's Degree in Construction Management and a Master's Degree in Administrative Law, Frank has 25 years experience in managing complex and large construction and engineering projects and programmes in Australia, Europe, Asia and the Middle East. He specialises in project direction and the delivery of major projects and the wide ranging procurement, operational, logistical and contractual challenges that are typically associated with projects of this magnitude. Frank is also well versed and experienced in construction superintendence, contract administration and cost control.
The role of the Project Director is to lead and manage a team in the development and delivery of strategic projects to enable the Department to provide educational and other facilities to meet asset performance and educational priorities. The role provides high quality, authoritative strategic advice to the Executive Director and senior Executive across the Department, the Secretary and Minister on capital development and delivery issues. Frank’s key accountabilities are to: • lead project development including feasibility, planning, procurement strategies, contract negotiation and administration; • provide authoritative and specialised advice and brief senior departmental staff to provide sound information and recommendations and priorities to enable informed decision making; • Implement and monitor the application of Government policies to ensure the department meets all legislative, contract and safety obligations and requirements, and • develop and maintain collaborative relationships with a range of Government Agencies including NSW Treasury, Planning and Environment, as well as other major stakeholders including school representatives, union groups and private sector partners.
Since 2014, Frank has coordinated all aspects of design, procurement and delivery of an extensive programme of Early Works for the redevelopment of Westmead Hospital in western Sydney. As Construction Director for PwC, Frank provides oversight and management of all planning and construction activities and manages a team of PwC Project Managers across a series of refurbishment and new-build projects. He also chairs a number of interface and consultation forums with the client, contractors, end users and other key stakeholders. Previously, Frank delivered the $200m Villawood Immigration Detention Facility Project under a Managing Contractor contract on behalf of the Australian Government Department of Finance. This role entailed complex procurement in accordance with Commonwealth Procurement Rules, cost planning, cost control and construction superintendence. Managing design change and providing advice to the Commonwealth on procurement options against a constantly changing political environment was a regular challenge on this project..
Delivering a series of high profile diplomatic building projects for the British Foreign and Commonwealth Office globally, Frank managed the many stakeholder relationships and client expectations throughout each project to achieve architecturally impressive and technically robust buildings, confirming his international construction management expertise. Key role and achievements: • Managed and delivered multiple projects simultaneously under the UK Foreign Office NEC3 form of contract • Delivered projects conforming to complex, high security design criteria and delivering in high security and often hazardous construction environments and with complex logistics requirements • Managing staff interactions between different language and cultural barriers • Determine project feasibility, prepare business cases, scope definition and strategic procurement briefs for clients • Established international design teams, conducted strategic procurement and contract negotiation and facilitated international design team dialogue and cooperation • Establish project teams and project delivery offices in-country • Lead construction management teams to successfully deliver projects through to completion including assist with client facilities management strategies • Operate within strict contractual KPIs and deliver buildings which respect local design and construction standards and laws. Peterborough Hospital PFI project, £350 million construction and 25 years management period. As part of the successful bid team for this project, Frank’s roles included: • Manage design development with special focus on lifecycle costing, prepare budgets and cost plans • Augment and update financial models with costing data • Conduct procurement for all hospital equipment, preparation of contracts and prepare a transition strategy to ensure ongoing services to existing facilities during construction.
Tower Hamlets Schools Redevelopment PFI Project, £50 million. Frank’s key role was contract administration and cost planning together with providing procurement and contract advice to the Consortium.
