I’m a senior transportation planner, data analyst, and project leader with a background in landscape ecology and a focus on equitable, multimodal systems. I’ve led TOD, Complete Streets, and watershed initiatives across public and private sectors, always centering community engagement and long-term impact. My book, "Freedom to Move " (Purdue University Press, 2026), expands on that work—advocating for walkable, mixed-use development near transit to support sustainable, inclusive growth. Developed linear programming methods to transform existing population and employment distributions in region to forecast distributions. Regional Connectors Study, HRTPO Planner: Delivered equity focus in narrative and mapping deliverables for a highway corridor scenario planning process, including impacts on low income and racial minorities from planning throughout document production. Charlottesville Bike/Walk prioritization, OIPI Transportation Planner: Prioritized sidewalk and bikeway proposals in Charlottesville, based on suitability, demand, safety, and network integration. This guided a community-led approach to development, construction, and accessibility. Environmental Site Assessment, North Wales Development Corporation. Planner: Developed an Environmental Site Assessment as due diligence for sale of a 1,500 acre property in Northern Virginia. Richmond City Equity Access Study, OIPI Senior Planner: Connected health metrics to transportation access and land use, and presented subcontractor findings on income, race, and transport barriers providing key insights into stress levels for bikers, transit passengers, and drivers, shaping accessibility improvements in the Richmond region. Transit Service Extension to Centerville Village, OIPI Transportation Planner: Developed case for bus service extension to Goochland County. Also forecast of demand for park and ride lots along I-64 in Goochland County.

LEED-AP - Silver Line WMATA rail yard at Dulles • Successfully guided WMATA contractor through 50+ schedule milestones for achieving LEED Silver certification for a railway substation in complex multi-contractor environment. LEED Silver certification awarded in 2021 • Evaluated review and revision of Contractor LEED compliance practices, materials and documentation throughout design and construction. Environmental manager - Silver Line Extension to Dulles Airport (IAD) for Metropolitan Washington Airports Authority • Monitor and maintain environmental compliance for construction of 11 miles of heavy rail, transit stations and a 99-acre rail yard. Field-verify permit compliance. • Proactively monitor schedule adherence via permit closeout meetings with multiple contractors, regulators, and agencies. Ensure permit and Record of Decision documentation under local, state, federal, and NEPA for project closeout. • Respond proactively to environmental incidents, coordinating between emergency responders, contractors, and clients to expedite issues.

    As an independent researcher, I designed an approach to study impacts of up-zoning areas within 3 miles of 4,600 existing rail transit stations on bikeability, walkability, and transit rates. Wrote findings as a book which has been accepted for publication. • Using national data sets (e.g. Center for TOD, Census Transportation Planning package, American Communities Survey), analyzed impacts of up-zoning areas within 3 miles of existing rail transit stations to evaluate biking, walking, transit and driving rates. • Found high-density development can impact changes for commuting under certain factors while only impacting 1% of the land in the continental US. • Captured findings by writing a book on transit potential to transform land use.     As a Transportation and Watershed Management Planner I conducted multi-modal planning impact assessments involving data analysis and interpretation, GIS mapping, stormwater/ hydraulic modeling, and design skills for large-scale infrastructure and transportation projects for state and county authorities in the mid-Atlantic area. Presented findings via GIS maps, graphics and written reports. Highlights include: • For Virginia Department of Transportation (VDOT), surveyed and designed 2 miles of complete street retrofit on an arterial connecting two transit-oriented developments enabling biker and pedestrian access on Gallows Road arterial. Developed budget to implement design which was approved and implemented. • For Northern Virginia Regional Commission, surveyed and designed biking/pedestrian and freight circulation to increase local service for a planned trolley line as part of the Baileys Crossroads district revitalization to TOD. Impact assessment factors included street size, vehicle speed, and solar gain of streets. • For Fairfax County, desinged sidewalks and walking routes to enable access to and around four new transit stations as part of the Tysons Corner re-development. • For Arlington County, conducted a detailed GIS analysis of lane widths, intersection configurations, and vertical clearance to assess the impact of implementing a streetcar line on Columbia Pike. • For Fairfax County, recommended strategies for suburbanized stream remediation to address flooding and reduce environmental impacts, including survey mapping, and reporting. • For VDOT, recommended Low Impact Development strategies to address stormwater within the right-of-way of a proposed interchange to lower costs and reduce environmental impacts. • For VDOT and City of Wilmington, conducted extensive base-mapping and surveys in support of hazard identification, signage, and hydrologic assessments for large-scale infrastructure projects.

      • For 10,000 Friends of Florida, created a 2040 state-wide scenario plan based on agent-based simulation recommending TOD as a strategy to concentrate population growth in existing developed areas and protect water resources. Compared costs of TOD investment versus commensurate infrastructure costs to present fiscally defensible plan. • Forecasted size and patterns of growth, assessed water resources, assessed impact of growth around transit stations on water resources. Wrote findings and created GIS maps and summary charts for presentation.
