Piloted the Coast Guard's corporate style Dassault Falcon 20 jet domestically and internationally in all weather conditions during over 3100 safe flight hours. Managed all admin and oversight of all projects within the Operations Analysis Division, the timely and judicious execution of a $730k annual budget, and a staff of 12 comprised of a mix of GS-13's and Active Duty Officers. Quantified risk through the Operational Risk Assessment Model (ORAM) development for operational commanders, provided academic rigor behind course of action development in response to Requests for Forces to align strategically with the Coast Guard's Strategic Planning Direction (SPD)/Operational Planning Direction (OPD), and drives the Standard Operational Planning Process (SOPP). Liaison to the Coast Guard's Research and Development Center in New London, CT and the National Defense University's Joint Forces Staff College (JFSC) in Norfolk, VA. Managed all quotas for the JFSC courses: Joint Inter-Agency Multi-National Planners Course (JIMPC) and the Homeland Security Planners Course (HLSPC). Instructed to provide the Coast Guard portion of the resident course, developed the applicant pool, and coordinated all logistical elements of the highly successful Mobile Training Team (MTT) concept of bringing the HLSPC to local government partners in the New London, CT locale. LANTAREA Command Duty Officer: Maintained Eastern Hemisphere Coast Guard operational situational awareness, briefed 3-star and his staff, managed information flow, casualty updates, and 24 hour situational awareness. LANTAREA Incident Management Team Planning Section Chief for the Haiti Earthquake Disaster. DEEPWATER HORIZON: Air Operations Branch Director for the Incident Command Post in Mobile, AL. Assessed the needs of all aviation requests, sourced, and excelled at bringing scarce resources to bear in an efficient manner. Outstanding relationships forged with the State reps from Florida, Mississippi, and Alabama, the NOAA Corps, Mississippi Air National Guard, DoD, Coast Guard Air Auxiliary, California Department of Fish & Game, and the Civil Air Patrol.
Primary instructor hired by the HERO Consultant Group (Helping Emergency Responders Operate) to teach ICS-402: ICS Overview for Executives/Senior Officials to all Sergeants and Lieutenants of the City of Miami Police Department. This fantastic opportunity will provide valuable ICS training to 242 members of the Miami Police Department over a two month period. In addition to the face value of the training is the relationship forged with the local PD, furthering an understanding of the Coast Guard and how the Coast Guard responds to incidents, many of which have local PD involvement. This course breaks down the roles the Sergeants and Lt's will fulfill during both routine incident and major responses involving multiple agencies during a Unified Command. Lt's are instructed on how to serve as an Incident Commander and Sergeants learn the role of an Ops Section Chief (Tactical) and how different agencies interact. This training is especially important as it crosswalks everyday Police response responsibilities to the NIMS ICS jargon with examples and scenarios.
