• Carry with more than 23 years of procurement and IT experience across Telecommunication and Oil and Gas industry. • Experience in managing items such as IT (hardware, software, services, cloud), services and workforce across Asia – procurement spend was around RM300M to RM400M/year • Was also involved heavily in the merger between telco in terms of contract management, due diligence, governance, process and system integration. • Good communication skills, structured in thought process, strong IT background and driven. • Proven track record in driving cost optimization and value creation through strategic sourcing, supplier relationship management, and contract negotiations, resulting in significant savings and improved operational efficiency.
• Design, plan and implement a category strategy for its portfolio(s). • Plan, develop and set up market competitive long term Framework Price Agreement (FPA) or Master Service Agreement (MSA). • Ensure overall targeted savings plan is met & reported in due time. • Manage the Categories with the objectives of improving quality, cost and delivery performance. • Build competences by Categories in terms of spends analysis, demand forecast, market analysis, cost drivers, raw material indices; seek value improvement opportunities and define robust category strategies. • Ensure optimal Total Cost of Ownership (TCO) in procuring Goods & Services taking into account cost, quality, delivery lead time, safety requirements, fit for purpose specifications and efficient contract administration. • Manage Supplier relationships to ensure continual support and enhance collaboration. • Responsible for the ‘Group Audit supplier schedule’ and follow up to close out open Audit items. • Accountable for closing out any gaps in own/team core competencies. • Initiate and follow up activities related to pre-qualification of vendors and associated tender preparation and submittal. • Liaise with QHSE to ensure up-to-date records from existing or potential suppliers. • Engage with Engineering and Project Management Team (PMT) on future developments or technical challenges where Service providers / Suppliers can offer assistance, propose alternative technologies/solutions to Engineering. • Identify opportunities to LEAN processes and implement action plan.
- Plans, manages, and oversees the daily functions, operations, and activities of the Procurement Contract Management. - Participates in the development and implementation of goals, objectives, policies, and priorities for the division; continuously monitors the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; assesses and monitors workload, administrative, and support systems, and internal reporting relationships; identifies opportunities and makes recommendations for improvement. - Participates in the selection of, trains, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures. - Develops and manages requests for proposals for professional and/or contracted services; prepares scope of work and any technical specifications; evaluates proposals and recommends award; negotiates contracts; administers contracts to ensure compliance with District specifications - Serves as a liaison for assigned functions with other District departments, divisions, and outside agencies for contract related matter
• Manage the strategic sourcing process and negotiations for all IT category sourcing activities, and ensure key stakeholders are aligned with the selection. • Manage and mentor Strategic Sourcing Team, encouraging professional growth & development • Manage strategic supplier relationships to ensure value, innovation and continuous improvement • Develop and execute the multi-year Strategic Sourcing Plan for the IT category • Develop contract management strategy to manage and mitigate supply risks • Ensure category contracts are effectively negotiated and managed to deliver value and meet business needs • Ensure clear understanding of supply market dynamics to inform sourcing strategy • Identify and drive continuous improvement opportunities within the Strategic Sourcing group and throughout the Procurement function • Drive and monitor relevant metrics including compliance to the category strategy • Develop & foster supplier and internal stakeholder relationships at senior levels and be seen as the supply market expert for internal stakeholders. • Lead supplier relationship management initiatives with key supplier in the Network category
- Lead & execute the multi-year Strategic Sourcing Plan for the assigned software and services categories. - Manage sourcing process and negotiations ensuring key stakeholders are aligned with resulting supplier selection. - Develop financial and business justifications for all sourcing decisions - Ensure assigned category contracts are effectively negotiated using fact based logic and subsequently managed to deliver value and meet business needs. - Manage assigned supplier relationships to ensure value, innovation and continuous improvement while understanding and mitigating risk to the Group. - Maintain effective working relationships with internal stakeholders. - Drive relevant metrics for the category and where necessary address performance. - Monitor relevant metrics including compliance to the category strategy.
